The Council is inviting Tenders for the provision of an 11,7 MWp (nominal) ground mounted solar photovoltaic farm on land which is sublet to the Council.
Involves the following works:
— Design of the photovoltaic installation, infrastructure and associated works;
— Installation of all works necessary to form a fully functional secure and operational solar farm;
— Registration of the solar farm with Ofgem for the 1.3 ROC; and
— Management, operation and maintenance of the solar farm initially for a period of up to 5 years (3 years plus an option for a 2 year extension) (the Works).
It is intended that the successful tenderer will be awarded the Contract by no later than the 13.10.2015 with the Contract to commence on the 24.10.2015 and completion with Ofgem registration for the ROC by 31.3.2016 at the very latest.

VI.3)Additional information

The Toggam Farm Solar Park, (Suffolk, United Kingdom) has planning permission (granted May 2013) and grid connection approval which are prerequisites for registering for the Renewable Obligation Certificates (ROC) scheme. The development is fortunate as it is 1 of only a handful nationally that is still eligible to qualify for the 1.3 ROC scheme under the 12 month grace period since the project has been in progress for over 24 months.
The works do not include the following:
— Design, management, installation, operation and maintenance of the required grid connection works;
— Establishment of a Power Purchase Agreement for the sale of the energy generated by the Toggam Farm Solar Park;

— 3rd party technical advice and scrutiny of the works.

The design, management, installation, operation and maintenance of the required grid connection will be undertaken separately by an independent connection provider. The successful tenderer will be required to work with the connection provider to deliver a successful project.
The Authority will only consider Tenders from organisations who have installed over 1 MWp of ground mounted solar (single-site).

Precise information on deadline(s) for lodging appeals: This Authority will incorporate a 10 days standstill period at the point the decision regarding the award of the contract is communicated to tenderers. The standstill period shall be in accordance with Regulation 87 of the Public Contracts Regulations 2015. Part 3 of the Regulations provide for aggrieved parties who have been harmed or are at risk of harm by a breach of regulations to take legal action. Any such action must be started in the High Court within the applicable limitation period set out in Part 3. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
