This is a framework agreement open to all Police Forces in the United Kingdom.
There is no guarantee of the volume of items that will be disposed of or remarketed via the Contract from any of the participating Police Forces.
The Contract covers the disposal of devices that hold data including destruction, secure recycling or suitable remarketing of devices including but not limited to mobile phones, laptops, cameras, tablets, removable media technology and other IT personal data storage devices.

This Contract is a framework agreement and shall be available for use by all other Police Forces in the United Kingdom.
The Contract shall be divided into 2 Lots:
1. Lot 1 — On-site destruction,
2. Lot 2 — Data erasure and remarketing.

Lot No: 1 Lot title: On-site Destruction

1)Short description

The Contractor shall provide a facility for the destruction of devices at the premises.
The Contractor shall be a CPNI CAST approved supplier.

The Services shall be provided on a minimum basis of quarterly and on a maximum basis of monthly. The Services shall be provided between 8:30 and 16:30 Monday to Friday at the following premises:
1. South Wales Police HQ, Cowbridge Road, Bridgend, CF31 3SU.
2. South Wales Police, St David’s Close, Treforest Industrial Estate, Treforest, Pontypridd, CF37 5UR.
3. The Evidential Management Unit, Newlands Avenue, Brackla Industrial Estate, Bridgend, CF31 2XA.

4)Indication about different date for duration of contract or starting/completion

Duration in months: 36 (from the award of the contract)

5)Additional information about lots

There is an option to extend the Contract for a further 12 months.

Lot No: 2 Lot title: Data Erasure and Remarketing

1)Short description

The Contractor shall provide an off-site facility to securely erase all data (included but not limited to personal and sensitive personal data as defined in the DPA) held on devices prior to the disposal or remarketing of the devices. The service shall include but not be limited to the following:
— the removal, deletion and destruction of telephone numbers and/or pictures and/or video clips from within the memory so as to ensure there is no traceability of ownership,
— the removal and destruction of SIM cards and/or memory of any personal data storage,
— the removal of all personal details inside or outside of the cover of devices, including stickers, etchings, badges etc. to ensure there is no traceability of ownership.
The Contractor shall be BS EN 15713 accredited.

The Services shall be provided on a minimum basis of biannually and on a maximum basis of quarterly.
The Contractor shall collect the devices by arrangement with the Authorised Officer from the following premises:
1. The Evidential Management Unit, Newlands Avenue, Brackla Industrial Estate, Bridgend, CF31 2XA,
2. South Wales Police HQ, Cowbridge Road, Bridgend, CF31 3SU.

1. Lot 1 — The Contractor shall be CPNI CAST approved. The services under this Lot cannot be subcontracted.
2. Lot 2 — The Contractor shall be BS EN 15713 accredited.
The erasure/wiping process cannot be subcontracted under this Lot.

Under Lot 1 only 1 Contractor shall be awarded the Contract and each participating Police Force shall contract with the Contractor under the terms of the Contract.
Lot 2 shall be awarded to a maximum of 3 Contractors (dependent upon successful tenders) based on the tender evaluation criteria. These shall be the top 3 suppliers with the highest overall scores.
