Hampshire County Council, as administrator for the pension fund, is seeking to award a contract for Global Custody Services in Q2 2013 to have a start date for the provision of services from the 2.8.2013. The Fund has a market value of approximately GBP 3, 8 bn with approximately GBP 1, 7 bn of segregated assets requiring safe-keeping (of which GBP 1 bn are non domestic).

Range: between 200 000 and 4 500 000 GBP

Description of these options: The Contract will commence on 2.8.2013 for an initial period of five years to expire on 1.8.2018. Subject to satisfactory performance, Hampshire County Council may consider extending this period by a further year or up to maximum period of five years, to have a final maximum expiry date of 1.8.2023.

Candidates must be registered under the terms of the Financial Services and Markets Act 2000 or equivalent law of European Economic Area (EEA) member state. Proof of registration should be provided.

Information and formalities necessary for evaluating if the requirements are met: As per the requirements of Regulation 23 of the Public Contracts Regulations 2006 and as detailed in the Invitation To Tender documents; details of corporate structure and ownership, external credit assessments, outstanding litigation/claims, insurance coverage, acceptable financial standing detailed below and in the Invitation To Tender.
Minimum level(s) of standards possibly required: As stated and above requirements of Regulation 23 of the Public Contracts Regulations 2006 and as detailed in the Invitation To Tender documents and: Candidates and associated holding companies must have a minimum long term deposit credit rating of at least A2 / A / A (Moody’s / S&P / Fitch) from two providers. Achieve a ‘risk’ score of 50 via a third part company risk assessment or a score between 26 and 49 which may require suitable guarantees and bonds, to be advised. Where a contract is considered to be ‘high’ risk, Hampshire County Council reserves the right to fail candidates if the annual contract value exceeds 20 % of the suppliers’ annual turnover reported in their latest financial accounts. The Candidate acknowledges County Council’s the following minimum insurance levels and that they may be required to increase the level of their insurance to these levels if required prior to award:

Public Liability The Council’s Minimum GBP 10 m.
Employers Liability The Council’s Minimum GBP 10 m.

This open tender procedure is being conducted via Hampshire County Council’s electronic tender management portal “In-tend” which can be found here: https://in-tendhost.co.uk/hampshire

The candidates will need to register with the above portal to (i) obtain the Invitation To Tender documentation and (ii) submit their tender electronically.
