II.1.5)Short description of the contract or purchase(s)

The London Borough of Hackney is seeking suitably experienced and qualified providers to provide Outcome Based Homecare Services for residents living in Hackney. There will be 4 Lots within the framework, there will be 1 Lot for a generic homecare service, 2 culturally specific Lots for the Turkish and Kurdish and Charedi communities and a Lot for a night service. The contract for Lot 1, for the general population will be split into four geographical areas known as ‘Quadrants’ (North East, North West, South East and South West). The culturally specific and night service contracts will be borough wide.
The Council wishes to establish a four year Framework Agreement. It is anticipated that the contracts will become operational from the 16.1.2017.

There are approx. 1 100 Hackney residents receiving homecare services. The estimated service user hours per week is 14 000 with 11 000 attributable to the general population and 3 000 hours attributable to the culturally specific communities.

1)Short description

A generic homecare service for the general population split into four geographical based
areas (North East, North West, South East South West Hackney). The service shall provide support to adults aged
18+ who may have a range of adult social care needs. A key focus of the service provision shall be to maximise and/or maintain independent living within the community. To achieve this, an outcomes based home-care service is required offering a range of support which can respond flexibly to the changing needs of Service Users. The service will have an emphasis on individual choice delivering high level outcomes for users.

The service shall provide support to adults aged 18+ who may have a range of adult social care needs. A key focus of the service provision shall be to maximise and/or maintain independent living within the community. To achieve this, an outcomes based home-care service is required offering a range of support which can respond flexibly to the changing needs of Service Users. The service will have an emphasis on individual choice delivering high level outcomes for service users.
