The services (as hereinafter defined) are classified as ‘light touch’ under the Public Contracts Regulations 2015 (‘the Regulations’) and accordingly the full ambit of the Regulations does not apply to this procurement. In order to procure the IAPT Plus service the Trust has adopted a hybrid procurement route. This hybrid procurement route contains some elements of the competitive dialogue procedure, and has been designed to meet the EC Treaty based principles.
