— Asset based cost benefit analysis capable of being optimised over a minimum 40 year planning horizon.
— A platform for end to end planning incorporating emergent risks though to project delivery.
— Visibility of our overall service and asset risk position calculated using a monetised risk approach.
— What-if scenarios incorporating our key business outcomes and performance indicators.
— Prediction of the long-term cost, risk and impact of expenditure scenarios using life-cycle costing principles.
— The fundamentals of the UK Government Treasury Green Book approach to cost benefit analysis.
— Multiple constraint optimisation.
— Flexible reporting of all data held in the system.
— The ability to interact with a stand alone cost estimation system.
— The ability to receive data from multiple sources in variable formats.
— Interfaces with SAP and GIS systems.
It should also:
— Be fully configurable to represent our organisation and assets.
— Allow for the capture of unlimited asset types and attributes.
— Be able to analyse over 2 000 000 individual assets at both individual asset and grouped together scheme level.
— Support non asset based investments.
— Be web based.
— Be able to export data into various formats.
— Receive process and export large volumes of data within tight timescales and with minimal manual intervention.
— Be capable of being configured to use our service measure framework for risk assessment.

This could be a new package or one that evolves our existing sysem (Asset Plus) to meet the requirements above.

This could be a new package or one that evolves our existing sysem (Asset Plus) to meet the requirements above.
It is expected that the solution will be an off the shelf product with a proven track record in the utilities industry, capable of being configured to our specific requirements. It is envisaged that the solution provider will be engaged in the provision of the application, system integration, ongoing support arrangements and ongoing system development to meet the evolving needs of the industry.
