Joint and several liability. Should the successful tenderer be a consortium of companies, the lead partner will be responsible for completing the commission on behalf of the consortium and all payments will be made to the lead partner for services rendered by the consortium. This tendering exercise is being undertaken using the electronic tendering system ‘capitalESourcing’ (url: www.capitalesourcing.com). Suppliers will need to register an interest on the system in order to participate, and registration is free. The Contracting Authority reserves the right not to award any contract pursuant to this procurement exercise and/ or abandon this procurement exercise at nay time and/ or to award a contract for part of the supplies at its sole discretion. The Contracting Authority shall have no liability whatsoever to any applicant or tenderer as a result of its exercise of that discretion. For the avoidance of doubt, all costs incurred by any applicant and/ or tenderer before signature of any contract with the Contracting Authority shall be incurred entirely at that applicants/ tenderers risk. The Contracting Authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SME’s). However, any selection of tenderers will be based solely on the criteria set out for the procurement and the contract will be awarded on the basis of the most economically advantageous tender. Tenderers must read through this set of instructions and follow the process to respond to this opportunity.
