II.2.4)Description of the procurement:
River Clyde Homes is a “not for profit” affordable housing provider that owns and manages over 5 800 homes and provides factoring services to a further 2 200 homes in the Inverclyde area. We hold the Investor’s In People Gold standard, and employ over 250 members of staff, including 58 specialist trades operatives. RCH require to procure an experienced and competent contractor to undertake managed services and unified communications.
As part of this tender RCH are seeking a managed services supplier who has the capability to provide:
— colocation and managed services,
— network connectivity,
— administration of the above,
For Unified Communications services include:
— solution design for the implementation of an Online Communication Solution as RCH’s UC and telephone solution. Implementation of said Online Communication Solution UC services for all RCH users including desk and mobile devices,
— provision of PSTN breakout for all RCH users to make and receive telephone calls,
— porting of RCH’s existing geographic and non-geographic numbers to the PSTN breakout service,
— exchange line and dialled minutes services to deliver the PSTN calls,
— provision of an omnichannel contact centre which and as a minimum includes inbound and outbound telephony, email, text messaging (SMS), web chat and social media (minimum of Facebook and Twitter public posts and direct messages) solution needs to integrate with RCH Voice Recording solution (Liquid Voice),
— workforce management solution,
— mobile devices, SIM card rental, billing management and calls including porting of RCH’s mobile numbers to the solution,
— ability to manage mobile device configuration and security.

The contract will run for an initial 4-year duration. RCH reserve the right, at its sole discretion to extend any resultant agreement for up to a further 3 12-month periods.

ESPD Question 4B.5.1 — it is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below: employers liability insurance = 5 000 000 GBP.
4B.5.2 — it is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below: public liability insurance = 5 000 000 GBP, professional indemnity insurance = 2 000 000 GBP.
4B.6 — the bidder’s company name and registration number will be used to obtain a financial risk assessment report from Dun & Bradstreet. Only companies that are deemed to be financially stable by RCH’s Finance Department, on the strength of their financial report will be eligible to be a party to the contract. It is the tenderers responsibility to ensure that the information held by Dun & Bradstreet is up to date at the time of submission.
III.1.3)Technical and professional ability
ESPD Question 4C.1.2 — bidders require to provide 3 examples of the successful delivery of contracts that are close in nature and scope to RCH’s requirement. Bidders require to describe the scope of the contracts, what their responsibilities are/were, what the scale of the contract was, and how they have performed within the contract.
The examples provided should highlight the bidders capability to:
— provide data centre facilities,
— provide colocation facilities,
— provide cloud services e.g. disaster recovery as a service,
— assist in server migration programs,
— provide unified communication solutions covering telephony (mobile-PSTN-VoiP), email, SMS and social media,
— support enterprise Office 365 adoption,
— provide billing management for phone use,
— provide contact centre solutions with workforce scheduling and dashboard,
— demonstrate robust issue resolution approach.
Bidders will also be required to provide written references from 2 of the 3 clients listed along with their ESPD response. The references should provide a summary of the works undertaken and indicate the clients own satisfaction levels with the quality of service they received. Bidders who simply provide the company name, value and date will fail in this element. (Worth 50 % of ESPD Score).
4C.2 — bidders are required to provide details of the actual ICT staff that are available to service the contract in the event of a successful bid. Each staff member’s core skills, qualifications, accreditations, experience and competency should be provided.
Examples of relevant skills are listed below:
— Microsoft certification: MCSA, MCSA, MCSD, etc,
— network certification: Cisco, Juniper, HP, etc,
— AWS Certification: Cloud Practitioner, Solution Architect, etc,
— telephony certification: Cisco, Avaya, Microsoft, etc,
— data center certification: Cisco, VMware, Dell, etc,
— security certification: CISSP, ISC, etc.

4C.6.1 — bidders are required to provide details of the relevant experience; and the educational and professional qualifications held by their managerial staff.
Examples of relevant skills are listed below:
— project/programme management: PMP, PRINCE2, Six-Sigma, AgilePM, TOGAF, ITIL, etc,
— professional membership: IIBA, CMI, BCS, AMBA, etc.

4C.9 — bidders are required to provide details of relevant tools, plant or technical equipment available to you in relation to this procurement exercise. These should include:
— operating systems management tools,
— physical server management tools,
— virtual server management tools,
— file server management tools,
— network management tools,
— security management tools,
— device management tools,
— contact center integration tools,
— telephony (PSTN-VoiP integration) tools,
— telephony monitoring/management (from cloud to device) tools.

4C.10 — bidders are required to confirm whether they intend to subcontract and, if so, for what proportion of the contract. Bidders should remember if they are sub-contracting any of the core services, then their sub-contractor require to also complete and submit an ESPD (Info only).
4D.1 — bidders require to confirm whether they are able to produce certificates drawn up by independent bodies attesting that the bidder holds a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent).

All ESPD’s must be submitted electronically via the Public Contracts Scotland (PCS) Electronic Tender Post Box. Any response not submitted via the Post Box will not be considered. Any queries relating to the contract must be raised via the “Question and Answer” function of the PCS website.
The response provided to questions 4C1–4C9 of the ESPD will be allocated a score based on the following methodology, all other sections of the ESPD are scored on a pass/fail basis:
0 — Unacceptable.
1 — Poor.
2 — Acceptable.
3 — Good.
4 — Excellent.
Unacceptable — nil or inadequate response. Fails to demonstrate previous experience/capacity/capability relevant to this criterion.
Poor — response is partially relevant but generally poor. The response shows some elements of relevance to the criterion but contains insufficient/limited detail or explanation to demonstrate previous relevant experience/ capacity/capability.
Acceptable — response is relevant and acceptable. The response demonstrates broad previous experience, knowledge and skills/capacity/capability but may lack in some aspects of similarity e.g. previous experience, knowledge or skills may not be of a similar nature.
Good — response is relevant and good. The response is sufficiently detailed to demonstrate a good amount of experience, knowledge or skills/capacity/capability relevant to providing similar services to similar clients.
Excellent — response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates thorough experience, knowledge or skills/capacity/capability relevant to providing similar services to similar clients.
Where a bidder is allocated a score of “0” or “1” by RCH’s evaluation panel, for any of these questions, they may be disqualified from the procurement process.
A separate ESPD response must be provided for any subcontractor(s) on whose capability and capacity the main bidder relies on in order to meet the selection criteria.
An “ESPD Completion Guidance” document is attached to the notice. All bidders should ensure that they read and understand this document before completing the ESPD.
