The Council’s requirement under this contract is for a provider of high quality competent, comprehensive expert assessments that are grounded in evidence and research to:
— inform whether or not, children should remain in their home,
— generate improvement in the provision of appropriate therapeutic support to families including adoptive families eligible for adoption support funding. Further information could be found in the Specification (Appendix 2).

The procurement of a framework of specialist providers of external: psychological, psychiatric, independent social work, parenting and PAMS, domestic violence and substance misuse assessments for Parents/Carers of children and young people with open social care status. Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider:
(a) how what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions; and
(b) how, in conducting the process of procurement, it might act with a view to securing that improvement. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being. These priorities are described in the invitation to tender and are reflected in environmental and social characteristics in the evaluation criteria for the award of the contract. The Council is operating this procurement under the light touch regime for social and other specific services, as set out in the PCR 2015, at Section 7 (Regulations 74 to 77) and Schedule 3.
