II.2)Quantity or scope of the contract

II.2.1)Total quantity or scope:

Network Rail has a requirement for the provision and management of a road vehicle telematics system. The solution will be to appoint 1 supplier to deliver the services under the contract.
The requirement is to initially fit all Network Rail’s vehicles within the fleet and this may include cars, vans and HGVs. At present the fleet is circa. 8 000 vehicles but these numbers may increase / decrease throughout the term of the contract. During the term of the agreement specific vehicles will be replaced within the fleet and the replacement vehicle will need to be fitted with the telematics system.
Bidders will also be asked to provide a solution for circa. 2 500 short term hire vehicles although this number may vary depending on the actual demand for short term hire vehicles. The short term hire vehicle will be an option in the contract that may invoked by Network Rail during the term of the agreement.
Some of the vehicles within the fleet are fitted with an existing telematics solution and the selected supplier may be required to remove this system before replacing it with the selected solution.
The selected supplier will be required to provide a secure web-based system for notifications, reporting and real-time data management that can be accessed remotely by Network Rail authorised users (via mobile, tablet or computer) 24 hours a day, 7 days a week.
Training will be provided by the selected supplier for both the physical unit located within the vehicle and on the web-based system. The Supplier will also be required to provide ‘train the trainer’ training.
The Supplier shall provide on-site technical support to rectify any faults with the system and to provide an on-call facility to provide assistance to users.
