London Borough of Bromley
Supported Living Services – Scheme 1 (3 Properties)
The London Borough of Bromley (“the Council”) is inviting tenders from experienced providers with a proven track record of providing supported living services for a total of 11 clients with a learning disability and who may also have challenging behaviour, mental health and / or complex health needs within 3 existing supported living schemes situated in the London Borough of Bromley (“the Services”) . The total number of clients is correct as at 21st August 2015 but may change during the tender process.

The clients have their own tenancies with a Registered Social Landlord. The landlord function will be separate from the care and support provision and tenderers should note the number of support hours currently being provided at paragraph 1.6 of the ITT document.  The Services are currently provided by one care and support provider.

All 3 services are provided on a group supported living basis, a description of each of the properties is included with the Tender Documents as attachment titled “Property Profiles”.

The age and ability of the clients vary and a profile of each client is included with the main tender documentation. The information provided within each profile should be reviewed as indicative of a ‘typical’ day and in reality this will vary.

PLEASE NOTE:  Although the profiles are anonymised, they contain highly confidential and personal information and as such permission is NOT given to copy or disclose to any person who is not responsible for the completion of this Tender. All the profiles must be treated as strictly confidential at all times and shall be stored in a secure location.

The aim of the Service is to provide care and support to assist vulnerable clients to live as independently as possible in the community. The support provided will need to have the flexibility to respond to the changing needs of the clients.  It is expected that the Services will be appropriate to the needs of the individual clients as well as the application of good practice and striving to meet the strategic goals set out in the latest national policies and guidance. The current level of support hours provided for each property is shown in the tables at paragraph 1.6 of the ITT. The support provided is a mixture of both 1:1, shared hours and where applicable, sleeping / waking night staff:

The Contract will commence on 25th April 2016 and be for a period of 3 years, with an option to extend for a further period of up to, but not exceeding 2 years at the sole discretion of the Council.
