II.2.1)Total quantity or scope:

Cheshire Constabulary requires a brand new website to replace the existing site (www.cheshire.police.uk). The current site has been in operation for nearly five years and we now require a new platform to support the ambitious Transforming Future Policing project the Force is undertaking.

The website must be built on a reliable and user-friendly Content Management System (CMS) and be scalable based on demand. The existing site has experienced a surge in visitors using tablets and mobile devices and we would require a site that is responsive to varied devices and connection speeds and be capable of automatically rendering, wherever possible, regardless of the end user device.
The website design must be visually appealing and modern but also meet web content accessibility guidelines.
The CMS must be user-friendly and allow non-technical authors to quickly and easily publish content like news and events to the site.
The current site imports data from an existing internal system and also exports data to a smartphone application as well as an external site. The new site must be able to import and export data from and to a range of systems.
The aim of the force is to develop the site over the time of the contract to include transactional functions and features. With such developments the force may require support on a 24/7/365 basis. The system must be scalable to allow the addition and integration of new features and the supplier must demonstrate their experience of working with a range of systems and data.
Hosting: The existing site is currently hosted externally, and our preference would be to select a supplier to design, supply and host the CMS. The supplier may outsource hosting to a third party; however they will be responsible for managing the relationship with them. We would expect any web site and CMS to have high-levels of availability and the supplier must be able to demonstrate what levels they can achieve and how. Security is a key consideration, and suppliers must demonstrate how they can mitigate against any malicious activity to ensure the reputation of the Force is maintained. Please note that hosting must be within EU borders.
In summary the works under single contract, will include:
— Website design;
— Content Management System;
— Hosting;
— On-going support.
Suppliers must have the ability to prove providing internet/website services comprising design, implementation, content management software, transactional functions and features, hosting and support/maintenance and references will be sought.

Objective criteria for choosing the limited number of candidates: As set out in the pre-qualification questionnaire. The 5 economic operators with the highest score from the pre-qualification questionnaire will be invited to tender. In the event of tied scores, ranking will be determined by ordering linked to the highest score for Section 3.1. Should this still result in tied scores, the process will be repeated with Section 3.2 and finally Section 3.3 as required.
