Description of the goods or services requiredWorks at Restenneth Landfill Site shall comprise landfill capping works and surface water management works on an operational landfill site under the provision of the site’s PPC permit. Landfill capping works shall comprise installation of a 1mm HDPE geomembrane liner and Drainage Geocomposite liner and restoration soils constructed in line with the Specification for the works and the CQA Plan. Surface water management works shall comprise surface water ditches and pipe infrastructure construction to permit controlled discharge to the surrounding environs.

Minimum standards and qualification requiredThe Tenderer will be judged on the basis of the Tender Questionnaire response and any supplementary information obtained as to its eligibility to tender as not having been convicted of any of the offences nor being guilty of the financial misfeasance nor meeting the insolvency criteria listed in Regulation 23 of the Public Contracts (Scotland) Regulations 2006 (irrespective of the application or otherwise of those Regulations to this Invitation to Tender). If the Tenderer fails these eligibility tests, its Tender will be rejected as ineligible without further consideration. Next, the Tenderer will be judged on the basis of the Tenderer Questionnaire response and any supplementary information obtained on whether it has met satisfactory minimum standards of: Economic and financial standing – Tenderers must demonstrate an average annual turnover of no less than £1,500,000 when considered over the 3 full years’ data which will be available from the 2 years’ audited accounts provided. Tenderers should note that unaudited current financial year information will only be taken into account for this purpose if (a) the council is satisfied as to its reliability and (b) it relates to a full 12 month period. Applicants must also demonstrate that they have revenue reserves at the close of their most recent audited accounts of no less than £50,000. Economic and financial standing, namely: Tenderers must hold or commit themselves to holding prior to the date of Contract Award the following minimum insurances with a reputable insurance company:- - employers’ liability insurance to the extent of at least £10m per claim and unlimited in total. - public liability insurance to the extent of at least £5m per claim and unlimited in total Economic and financial standing, namely: Tenderer will be required to enter into a Performance Bond of not less than 10% of the total Contract value and provide evidence that the Bond is in place prior to the commencement of the Works. Technical or professional ability, namely: Tenderers must demonstrate that they have a good track record of successful delivery of services comparable in nature and scale to that of the Specification for which tenders are now sought. Technical or professional ability, namely: Tenderers must demonstrate that there are adequate levels of appropriately experienced staff and physical resources allocated to delivery of the works for which tenders are now sought. Technical or professional ability, namely: Tenderers must have the following minimum Health and Safety record:- - no more than 3 prohibition or improvement notices issued by the Health & Safety Executive / relevant authority under Health and Safety legislation within the last 12 months from the Tender Return Date; and - no convictions recorded for causing a fatality within the last 3 years from the Tender Return Date. Tenderers meeting or exceeding these standards will proceed to have their Tenders evaluated. |

Tenders will be evaluated on the basis of the following award criteria specific price / financial, programme and methodology (in descending order of importance) as demonstrated from the Tender Documents: a.
