Strathclyde Partnership for Transport (SPT) is the Regional Transport Partnership (RTP) for the west of Scotland. We are part of the transport framework created by the Scottish Government, which is made up of a national transport agency for Scotland and seven Regional Transport Partnerships. The SPT area comprises of the following council areas: East Dunbartonshire, East Ayrshire, East Renfrewshire, Glasgow City, Inverclyde, North Ayrshire, North Lanarkshire, Renfrewshire, South Ayrshire, South Lanarkshire, West Dunbartonshire and the Helensburgh and Lomond area of Argyll and Bute.
Within East Ayrshire, East Dunbartonshire, East Renfrewshire, Inverclyde, North Ayrshire, South Ayrshire and West Dunbartonshire Council areas there are presently 199 advertising bus shelters which are currently owned and maintained by an incumbent supplier under contracts with each of the Council’s.
Each Council receives an income from the incumbent supplier for each advertising shelter.
The existing contracts are due to expire and Strathclyde Partnership for Transport (SPT) has agreements in place with 7 (seven) Council’s to tender and manage a consolidated advertising/shelter maintenance contract to maximise income generation from these advertising sites.
The 199 advertising shelters are offered as a package and will not be disaggregated.
The annual income per advertising shelter paid to SPT on behalf of the Council’s, shall be uniform for all shelters, in all areas.
The contract will be for a period of 3 years with the option to extend for up to 1 plus 1 year at the sole discretion of SPT. The anticipated contract start date is 30.11.2014, however it may be that not all 199 shelters will be under ownership of the Councils on this date. The dates on ownership has yet to be confirmed but transfer dates will be no earlier than 30.11.2014 and no later than 24.7.2015.

On award the Advertiser will pay SPT all sums due under the Contract quarterly in arrears. All sums included in the tender shall be shown exclusive of VAT and the Advertiser shall be responsible for accounting for VAT.
In the event that any payment is not made by the contractually required date, the Advertiser shall, immediately upon receipt of notice to do so, make said payment together with interest thereon at the rate of 2 % above the then prevailing lending rate of the Bank of Scotland.
