The Authority runs The James Cook University Hospital in Middlesbrough and the Friarage Hospital in Northallerton providing acute, district general hospital and community services for: around 280 000 people living in Middlesbrough and the local authority area of Redcar and Cleveland, 138 600 people in an area stretching from the North Yorkshire Moors to the central Pennines, the borders of York District in the south and the borders of Darlington in the north, The Friarage Hospital hosts a Ministry of Defence Hospital Unit.
The Authority provides community services in patients’ homes, schools and various clinics located throughout the boroughs of Middlesbrough, Redcar and Cleveland and Hambleton Richmondshire and Whitby, as well as the following community hospitals:
Redcar Primary Care Hospital
Guisborough Primary Care Hospital
Carter Bequest Hospital in Middlesbrough
East Cleveland Primary Care Hospital in Brotton
The Rutson Rehabilitation Unit in Northallerton
Friary Community Hospital in Richmond
Lambert Memorial Community Hospital in Thirsk.
Over time the Authority may add or change to this above list of sites as the clinical service demands. Any proposed solution must be flexible enough to add or remove sites as required.
The Authority workforce of almost 9 000 also provides a range of specialist regional services to 1 500 000 people in the Tees Valley and parts of Durham, North Yorkshire and Cumbria.
The Authority is looking for a partner to provide a network solution that is secure, robust, resilient and is flexible to changing needs. The network solution will include the replacement of the wired and wireless network equipment at both acute sites, and optionally at various community sites.
The Authority will be willing to explore all revenue and capital options, including managed service.
The solution must be flexible to meet current and future demands for transformed healthcare services across organisational boundaries.
The Bidder must demonstrate the necessary expertise, experience and track record of design and delivery of large scale network implementations within the public sector.
Bidders are required at PQQ to complete written proposals giving details of their capability to meet the Authority’s requirements as set out in the OJEU, including details of reference sites. Shortlisted Bidders meeting the criteria set out in the PQQ will be taken forward to the Invitation To Tender (ITT) stage.
The ITT documentation is available to Bidders for information only. The ITT will be reissued at the ITT stage. The draft NHS Terms and Conditions will be issued for information only, and will be defined at contract mobilisation.
Final contract award will be based on the most economically advantageous tender.
Bidders are requested to note that the James Cook University site is a PFI and therefore any proposal put forward that requires changes to the building infrastructure will need to involve the PFI partner Endeavour. Similar arrangements also exist in some of the community sites which are managed by a third party.
