The Enhanced Capital Allowance Scheme (ECA) for Water is a joint Department for Environment, Food & Rural Affairs (Defra)/Her Majesty’s Revenue & Customs (HMRC) scheme to promote water efficiency in the non-domestic sector. The Water Technology List (WTL) is the mechanism by which the ECA scheme for water is delivered and lists all water efficient products which meet the criteria of the scheme and have been registered by businesses. Any manufacturer or supplier whose products meet the specified criteria can apply to have their products included on the Water Technology List (WTL).
Defra is looking for a provider to provide the following technical support for the WTL:
— assess and process applications from manufacturers and suppliers for products to be included on the WTL. This includes verifying the products meet the specified criteria.
— assess system applications for the water reuse systems technology category listed on the WTL.
— provide advice through a phone line and email address.
— annually review the list of criteria on the WTL to ensure the criteria are still relevant and at the forefront of water efficiency standards.
— assess new technology areas for potential inclusion on the WTL.
— test a subset of the products on the list to validate that they meet the specified criteria.
— host, manage and provide support to the WTL website.
This list is not exhaustive and specific requirements will be detailed in the Invitation To Tender (ITT) documentation.

Information and formalities necessary for evaluating if the requirements are met: Tenderers’ will be assessed in accordance with Part V of the Public Contracts Regulations 2006 (SI 2006/5) which implement Title 2 Chapter 7 Section 2 of the 2004/18/EC Directive on the basis of information provided in response to the invitation to tender. Completed responses to the Invitation to Tender must be returned via the Defra eTendering Service (further details of which are available at Section III.2.1 of this OJEU Notice) before the deadline for receipt of responses as notified in Section IV.3.4 of this OJEU Notice.
Minimum level(s) of standards possibly required: 1. Financial statements or other information to demonstrate that the tenderer has the requisite financial capacity to provide the service. Tenderers will be required to demonstrate a minimum turnover in each of the last 2 consecutive financial years of 2,000,000 GBP or equivalent in the reporting currency or equivalent proof of financial standing. In the case of a consortium bid, the combined annual turnover of the Tenderer and the Relevant Companies in each of the last 2 consecutive financial years must be no less than that specified in the paragraph above and the minimum annual turnover of at least one of the parties must be no less than 1,000,000 GBP or equivalent financial performance in reporting currency or equivalent proof of financial standing.
2. Tenderers will be required, at the commencement date of the Contract, to have adequate level of relevant insurance cover in respect of all risks arising out of the Contractor’s performance of its obligations under the Contract.
