To support the delivery of the Mayor’s Transport Strategy’s overall objective of 1 500 000 cycle journeys per day by 2026, Transport for London (TfL) is setting up Framework Agreements to supply or supply and install (S&I) a wide range of cycle parking equipment available to the following organisations:-
i. TfL.
ii. Educational institutions, schools, colleges, universities and other education centres in London.
iii. Network Rail and Train Operating Companies in London.
iv. London Alliance Highways Contractors.
v. Businesses, Charities and other Employers across London.
vi. London boroughs.
vii. GLA and its functional bodies.
The Framework Agreements shall be managed by TfL and equipment will be called off from the framework using a pre-agreed schedule of rates and costs.
Important information: this procurement falls under the new public contracts regulations 2015 which requires that the invitation to tender (ITT) accompanies the OJEU Notice and pre-qualification questionnaire (PQQ). You are required to complete the PQQ only. The ITT is provided for information only. If you pre-qualify, you will be invited to submit an ITT.

Transport for London (TfL) operates as a functional body of the Greater London Authority (GLA) under the direction of the Mayor of London and as a provider of transport services, including providing services for Surface Transport.
The Contracting Authority is acting as a central purchasing body on behalf of itself (all members of the TfL group of companies) and the Greater London Authority and its other functional bodies (currently including the Metropolitan Police, the London Fire and Emergency Planning Authority). The framework will be also available to London boroughs, educational institutions, schools, colleges, universities and other education centres, Network Rail and Train Operating Companies in London, London Alliance Highways Contractors, Businesses, Charities and other Employers across London.
Any of these bodies may award a contract to the successful bidder substantially on the terms of the contract awarded by the Contracting Authority (if any). Further details are given in the invitation documents.

If and when this requirement is offered to tender, this may be awarded at the authority’s discretion by electronic-tendering or e-award system. The Contracting Authority reserves the right to award the contract in whole or in part or not at all as a result of this call for competition. The Contracting Authority shall not be liable for any costs or expenses incurred by any bidders in responding to this notice or in tendering for the proposed contract(s). Precise information on deadline(s) for lodging appeals: Precise information on deadline(s) for lodging appeals: The Authority will incorporate a minimum 10 calendar day standstill period at the time that information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing. That information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section 1.1. If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into, the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
