Cleaning Services Contract for the following lots:

Lot 1 — Public Conveniences, cleaning and associated minor repairs.

The Contractor is responsible for ensuring the Public Conveniences are available to the public during stated opening hours, that specified cleaning standards are maintained and prompt action is taken to maintain high customer satisfaction levels.

Lot 2 — Kent Innovation Centre, cleaning to communal areas.

The KIC offers office space to business enterprises with shared communal space including toilets, showers, main lobby and reception, kitchen, meeting room and conference facilities and it is imperative that a high standard of cleaning is achieved for our licensees and visitors.

Lot 3 — Port of Ramsgate cleaning and associated minor repairs. Cleaning within the Port covers numerous port buildings including offices, passenger terminal, Amenity Blocks, internal and external toilets, shower facilities. It is imperative that high standards of cleaning are maintained.

Thanet District Council wishes to select and appoint a suitable supplier for the provision of Public Convenience cleaning and associated minor repairs. The Contractor is responsible for ensuring the Public Conveniences are available to the public during stated opening hours and that specified cleaning standards are maintained and enhanced where ever possible. The contractor will be expected to take prompt and appropriate action to maintain high customer satisfaction levels throughout the term of the Contract.

The KIC offers office space to new and innovative business enterprises with shared communal space including toilet facilities, showers, main lobby and reception, kitchen, meeting room and conference facilities and it is imperative that a high standard of cleaning is achieved for our licensees and visitors and regular maintenance checks of facilities i.e. toilet flushes/door handles are carried out with any defects reported to the Reception.

Important Information The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SME’s). Whilst the contract is divided into Lots the Authority reserves the right to award the contract to one, two of three contractors on the basis of the contract being awarded on the Most Economically Advantageous Tender. For avoidance of doubt, the evaluation of bids will be as per the evaluation criteria laid down in the Invitation to Tender Documents. This will be applied across individual Lots and where bids are for multiple Lots or all Lots these will be further assessed on a consolidated basis against the stated evaluation criteria.

The Authority reserves the right not to conclude any contracts, to change without notice the procedure for awarding contracts, to reject all or any bids for the contracts, to terminate discussions will all or any interested parties and/or to stop the process without any liability on its part.. All communications shall be in English (or a full translation provided at no cost to the Authority). Tenders and all supporting documentation must be priced in Sterling and all payments under the Contract will be in Sterling. Any contract or agreement resulting from acceptance of the Invitation to Tender (ITT) will be a Contract made in England according to English Law and subject to the exclusive jurisdiction of the English Courts. The Authority does not bind itself to accept any tender and reserves the right to accept any part of any tender. No contract capable of acceptance will be created between the Authority and any party until a contract is executed between the authority and the selected provider.

Thanet District Council in accordance with Regulation 55 of the Public Contracts Regulations 2015 will incorporate a minimum 10 calendar day standstill period starting from the date when the contract award is notified to bidders. Unsuccessful bidders will be provided with an ‘Award Decision Notice’ at the start of the standstill period including details of their bid in relation to the winning bid comprising the reasons for the decision, the characteristics and relative advantages of the successful tender, the score of the economic operator and the name of the economic operator to be awarded the contract. Tenderers have a right of appeal provided for within the Public Contracts Regulations 2015. Any such proceedings must be brought in the High Court of England and Wales.
