Description of the contracts

Flintshire County Council and Wrexham County Borough Council are working together through the tender process in setting up a Third Party Support Agency. Both Councils will award contracts separately to the successful candidate(s) on completion of the tender process.

The services of a Third Party Support Agency will be available to Direct Payment Recipients and people who use services who may be interested in the scheme. The service will provide support to vulnerable adults and children with disabilities.

The services available from the Third Party Support Agency will:

• support and enable Direct Payment recipients to effectively run and remain in control of their personal Direct Payments.

• contribute to the development of the Direct Payments Scheme in Wrexham and Flintshire through partnership with all stakeholders, recognising and valuing the distinctive contributions of the other.

• to support and enable people who use the service to live independently

• to empower people who use the service to take control of their own lives

• to enable people who use the service to make choices regarding their own care

The services to be provided will include: –

• offering information

• advocacy (on Direct Payments issues). The Third Party Support Service may also refer Direct Payments recipients to advocacy services provided by other agencies

• providing and/or arranging training and support across every stage of the Direct Payments Scheme process. Assisting existing Direct Payments recipients to maintain the Scheme’s accountability checks and contractual requirements as set out in the Direct Payments Scheme Agreement

• providing support for Practitioner training re. Direct Payments (available in tender documentation).

• Services will be delivered flexibly and will be responsive to the needs of individual Direct Payments recipients, where possible.

The service will be either provided directly to the participating people who use the service working ‘one to one’ with them (for example, providing advice and support) or through arranging services to be provided by another agency (for example, payroll or training).

These services should be provided in a way that is grounded in and appropriate to the Service Specification (available in tender documentation). Enabling and empowering Direct Payments recipients to develop the skills to become effective Personal Assistant employers and to maintain and enhance these skills to ensure ongoing self-determination and control should be a primary objective of the Third Party Support Service arrangements.

The support staff of the Third Party Support Agency will establish new Direct Payments recipients’ support needs.

Service Information

Contracts will be awarded separately by Flintshire Council and Wrexham Council for a three year period with the potential for a two year extension and the successful candidate(s) will provide a flexible service in accordance with the Contract specifications. Payment of the contract will be made on an 80:20 basis; 80% of the contract value will be paid quarterly and in advance. The remaining 20% will only be paid if the local authorities are satisfied that the successful provider is achieving the outcomes of the specification.

The maximum annual contract values are detailed below for each authority;

Wrexham County Borough Council – £39,080

Flintshire County Council – £65,000

Providers are invited to submit tenders detailing the level of service that can be delivered within this budget. For information, the previous contract was based on the following service levels;

Wrexham County Borough Council – 38 hours of support per week

Flintshire County Council – 57 hours of support per week

It is a requirement of the contract that the Third Party Support service will be run from an office based in North East Wales.

Wrexham and Flintshire Councils are inviting providers to tender for the service for both Councils. The successful candidate is required to set up the service for commencement on 1 June 2013.
