As his immediate boss, I have to appraise him – and I have to be appraised by his wife

About two years ago the managing director of the company I work for placed her husband in the department I head on a part-time consultancy basis. He now works full-time and is basically incompetent. He is unable to retain procedures in which he has repeatedly been trained, making mistakes and even misleading customers.
I am in an impossible situation attempting to manage him and having to spend an inordinate amount of time with Human Resources working out how to deal with him and monitoring his workload. My annual appraisal is looming. My appraiser is the managing director. I am also due to appraise her husband.
I am at my wit’s end. The situation is having a detrimental effect on my department and the company overall, but the MD seems oblivious. Other staff are demoralised by the tale-telling that he does.
