Description of the contract

In 2012, the European Commission published a proposed revision to the 2001 Tobacco Products Directive (Directive 37/2001/EC), the revised Tobacco Products Directive (2014/40/EU) (the revised TPD). The revised TPD was agreed by Member States on 29 April 2014 and Member States must transpose the revised TPD into domestic law by 20 May 2016. In order to meet the transposition deadline set by the European Commission, DH needs to launch our consultation on the regulations and supporting documents before the General Election. DH is planning on launching the consultation by the end of February 2015, although this is subject to change. This overall requirement is for the provision of external support to collate and analyse the consultation responses and to provide a final report to the Department detailing the findings of the analysis of the responses.

This procurement exercise will be conducted on the DH BMS (Business Management System) e-Tendering portal. Interested suppliers must read the attached Invitation to Tender documents carefully and respond by the deadline 28/01/2015 – (14:00:00). All responses must be in English Language and submitted via the BMS e-tendering portal before the deadline shown for receipt of ITTs. Late responses will not be accepted. Information on registration can be found at- Organisations wishing to be considered for this contract must register their intent to participate through this system. Registration is a simple one-step process; the supplier must register as a company/organisation; then each employee who may undertake a tendering exercise must then register as an individual. Once this stage is completed, it is then possible to register expression of interest for this tender.
