Kent County Council is seeking partners to enter into an arrangement to transform the way in which Facilities Management and services are delivered across the Councils property portfolio to ensure that services are delivered is the most efficient and cost effective way.
The anticipated minimum duration of the contract is 5 years which also includes an option to extend for a further 2 years. It is expected that this contract will be procured using the Competitive Dialogue procedure.
The key outcome is to provide value for money Facilities Management Services whilst delivering services at the appropriate standard. Enhancement of the overall quality, customer service, and reduction of costs is sought by Kent County Council.
The Council portfolio consists of approximately 600 properties and Kent County Council is considering awarding this contract in 3 lots (West, Mid and East Kent). Bidders may submit tenders for 1, 2 or all 3 lots but will not be awarded the contract for more than 1 lot.
The procurement is being undertaken by Kent County Council as lead authority on behalf of itself but is open for use by other Public Sector bodies within Kent

Under this contract the successful partner or partners will be required to actively participate in the achievement of economic, social and environmental policy objectives relating to recruitment and training, supply chain initiatives and the regeneration of the locality surrounding the place of delivery for the provision of the goods/works and services. Accordingly, contract performance conditions may relate in particular to economic, social and environmental considerations.
The Public Sector equality duty is relevant to this procurement which has a potentially high equality impact and as such the relevant obligations to have due regard to the need to eliminate unlawful disability, gender and race discrimination and to promote equality of opportunity will be passed to the successful private sector partner/s, as well as the specific legal obligations under the Equality Act 2010, which all organisations must comply. Accordingly, contract performance conditions may relate in particular to equality and diversity considerations.
Kent County Council has a Sustainability and Climate Chain Action Plan which the successful partner/s would need to contribute to. Accordingly, contract performance conditions may relate to contribution to this plan.
