Description of the goods or services required

Scottish Enterprise (SE) is inviting proposals for the delivery of 3 rounds of the Tourism Destination Leadership Programme (TDLP). It is anticipated that the contract will commence on 31 August 2015 with a completion date of 31 August 2018.

The TDLP has been run as a pilot over 2 years, during 2013/14 (Edinburgh and St Andrews) and 2014/15 (Edinburgh and Argyll & Isles). To date 38 participants have completed the programme. The pilot process has provided extensive feedback and learning which has been incorporated into this brief.

The TDLP is a unique professional development programme. It is designed to provide experienced individuals within key destinations with a challenging and inspiring environment where they can develop the skills, knowledge, behaviours and networks required to take on industry leadership roles at a destination level. The programme has been developed in recognition that leadership skills and behaviours at a destination level are significantly different from those required within an individual business environment.

While the programme is specifically aimed at upskilling individuals within destinations, core to the programme is working with cohorts from specific destinations. This approach ensures that destinations develop a critical mass of well networked new and emerging leaders with the capacity to support and build the strong collective and collaborative leadership structures and networks required to successfully deliver the destinations’ strategic growth objectives.

Tenderers must have the capability to award successful participants with an Executive Certificate in Leadership or equivalent and be certified as CPD (Continual Professional Development).

Total quantity or scope of tender

It is anticipated that the contract will commence on 31 August 2015 with a completion date of 31 August 2018.

At the delivery stage, Scottish Enterprise (SE) will pay up to a maximum of 65% of the cost per participant, with a minimum of 15 participants and a maximum of 25 participants. The balance of the costs will be payable directly by the participant to the supplier, who will be responsible for all associated invoicing and collection of fees. It is estimated that the contract value with SE will be between GBP110000 and GBP162000.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tenderers must have the capability to award successful participants with an Executive Certificate in Leadership or equivalent and be certified as CPD (Continual Professional Development). This must be evidenced within tender submissions.
