The procurement will be tendered in three (3) Lots, as described below and a contract will be awarded to one (1) supplier per Lot, although the same supplier could be awarded more than one (1) Lot.
Lot 1 — Automatic Traffic Counters:
The successful Service Provider for this Lot will install any new roadside equipment required by TfL, as well as undertaking the day-to-day maintenance and improvement of the existing automatic traffic monitoring system, to ensure the continued supply of acceptable traffic count data from TfL’s ATC sites.
For the purposes of this contract the term ‘Automatic Traffic Counter (ATC)’ equipment includes equipment and ancillary devices and services to collect, transmit and receive data relating to the volume, speed and length of vehicles on the highway.
Lot 1 is for the provision of the following services relating to the maintenance of the collection of acceptable data from TfL’s ATC sites:
— Installation of new monitoring equipment;
— Routine maintenance of existing equipment;
— Repairs arising out of equipment malfunction;
— Replacement of damaged sites;
— Emergency procedures.
Lot 2 — Automatic Cycle Counters:
The successful Service Provider for this Lot will install any new ACC roadside equipment required by TfL, as well as undertaking the day-to-day maintenance and improvement of the existing automatic cycle monitoring system, to ensure the continued supply of acceptable count data from TfL’s ACC sites.
For the purposes of this contract the term ‘Automatic Cycle Counter (ACC)’ equipment includes equipment and ancillary devices and services to collect, transmit and receive data relating to the volume of bicycles on the highway.
This relates to the provision of the following services for the maintenance of the collection of acceptable data from TfL’s ACC sites:
— Installation of new monitoring equipment;
— Routine maintenance of existing equipment;
— Repairs arising out of equipment malfunction;
— Replacement of damaged sites;
— Emergency procedures.
Lot 3 — Data Management of ATC and ACC data:
The successful Service Provider for this lot will undertake the collection of ATC data in real time and the weekly collection of ACC data to ensure the continued supply of acceptable count data from TfL’s traffic and cycle monitoring sites. Data will be collected, stored, reported upon and archived.
For the purposes of this contract the term ‘Data Management of ATC and ACC Data’ includes equipment and ancillary devices and services to collect, transmit and receive data from ATCs and ACC and report this data on the internet. This relates to the provision of the following services:
— Collection and secure storage of transmitted data;
— Reporting of data via dedicated internet location;
— Emergency procedures.
Bidders will be permitted to tender for all Lots. An indication of the Lots that Bidders wish to bid for will be requested and evaluated as part of the PQQ. Although Bidders will not be held to their initial preference during the tender process, a Bidder must have pre-qualified for the Lot (s) they intend to bid for.
In addition to the traffic and cycle counters, it is possible that a small amount of similar types of counters will be required. All successful Service Provider (s) will be asked to provide quotations if and when required.
The Contract will be let for an initial two (2) years, with an option of extending the contract for an additional twenty-four (24) months in quarterly increments, making the maximum possible duration of the contract four (4) years. Any extensions to the contract after the initial two (2) years will be solely at the Authority’s discretion. Each Lot shall be awarded to a single supplier, although the same supplier is permitted to bid for more than one (1) Lot.

Transport for London (TfL) is a complex organisation operating both as a functional body of the Greater London Authority (GLA) under the direction of the Mayor of London and as a provider of transport services, including providing services for Surface Transport.
The Contracting Authority is acting as a central purchasing body on behalf of itself (all members of the TfL group of companies) and the Greater London Authority, its other functional bodies (currently the Metropolitan Police and the London Fire and Emergency Planning Authority) and all London Boroughs. Any of these bodies may award a contract to the successful Bidder (s) substantially on the terms of the contract awarded by the Contracting Authority (if any). Transport for London (TfL) is responsible for managing traffic control infrastructure on behalf of all 32 London Boroughs as well as the Highways Agency, Royal Parks and The Corporation of London.
