Transport Scotland on behalf of the Scottish Ministers has identified an ongoing need for the services of experienced consultants to carry out services in connection with Transport and Land-Use Modelling and Transport Appraisal and Planning.
Transport Scotland on behalf of the Scottish Ministers wish to progress a procurement competition for a Multi-Supplier Framework Agreement divided as follows:
— Lot 1 is for Development, Update and Application of Transport Models;
— Lot 2 is for Advice on the Case for Investment — Transport;
— Lot 3 is for Development, Update and Application of the Transport Economic and Land-Use Model of Scotland (TELMoS); and
— Lot 4 is for Transport Planning Advice.

Lot No: 1 Lot title: Development, Update and Application of Transport Models

1)Short description

The services for Lot 1 will include general updates to the Transport Model for Scotland (TMfS) including keeping the do-minimum and reference case scenarios up to date.

The scope of Services are also expected to include adding or improving functionality, to either new or existing models, including TMfS, 2nd tier models (regional models) and 3rd tier models (local area models) for which Transport Scotland is responsible and interfaces with other modelling platforms that Transport Scotland may have an interest in. Currently, 2nd tier models extends to the Central Scotland Transport Model, SEStran and Strathclyde regional models, the A96 Corridor Model, while 3rd tier models include a range varying in size between Central Scotland Micro-simulation Model, Forth Paramics Model and Fort William Paramics Model and the Moray Firth Transport Model.

Lot 1 Services will also extend to the application of transport models to inform the assessment and appraisal of polices and projects. This could include the use of the national model any 2nd tier and 3rd tier models in which Transport Scotland has an interest.

1)Short description

The services for Lot 3 will relate to the development, update and application of TELMoS which is currently based on the Delta modelling software package.

The scope of services include, but are not be limited to:
— Preparing an Inception Report which will identify improvements that can be made to the model using existing data sources including the planning policy data which will be gathered in 2016, and setting out further proposed enhancements to the model;
— Updating the model as per the agreed recommendations of the Inception Report and as required throughout the commission as particular projects arise; and
— Using the TELMoS model to provide inputs to the other LATIS models and/or appraise government policies and projects to briefs specified by Transport Scotland.

The scope of services for Lot 2 will relate to the development of the transport appraisal and modelling aspects of business cases for transport programmes and priority projects.

The services also include undertaking and advising on ‘The Strategic Case’ and ‘The Socio-Economic Case’ at the Outline Business Case (OBC) stage of business case development for programmes and key priority projects in-line with the guidance, but not the commercial, financial and management cases.

Lot No: 4 Lot title: Transport Planning Advice

Lot 4 relates to the provision of services which ensure that the transport planning and project assessment processes relating to the administration of the Scottish strategic transport network conform to current requirements.

The services under Lot 4 include, but are not limited to:
— Advice and audit of the full range of traffic, transport and land-use models supporting transport projects and policies in accordance with the guidance set out in Scottish Transport Appraisal Guidance and the Design Manual for Roads and Bridges STAG and DMRB, including national models (TMfS and TELMoS); 2nd tier models (regional models) and 3rd tier models (local area models);— Advice and audit of the transport planning processes undertaken to support transport programmes, projects and policies in accordance with the guidance set out in STAG, the DMRB and Transport Scotland’s ‘Guidance on the development of business cases in Scotland’; the evaluation of Scottish Trunk Roads and Rail Infrastructure in accordance with ‘Scottish Trunk Road Infrastructure Project Evaluation (STRIPE)’ and ‘Scotland’s guidance for the evaluation of rail projects’; and
— Undertake research related to transport planning processes including, but not limited to, the development of Scottish Transport Appraisal Guidance and Development Planning and Management Transport Appraisal Guidance.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
