The London Borough of Hammersmith and Fulham (the ‘Contracting Authority’) will shortly be tendering a contract for the provision of Travel Care and Support services for children and young people with multiple complex needs and severe learning difficulties who attend Jack Tizard school and live in the London Borough of Hammersmith and Fulham. When advertised, the contract will be reserved for ‘qualifying organisations’ under Regulation 77 of the Public Contracts Regulations 2015.

II.2.1)Total quantity or scope:

Provision of Travel Care and Support services for Disabled children attending Jack Tizard school.
It is important to note that this contract is being tendered as a reservable public contract under regulation 77 of the Public Contracts Regulations 2015.
In order to be eligible to tender for this contract, tenderers must meet the conditions set out in Regulation 77(3) of the regulations. Namely that it must fulfil all of the following conditions:
(a) its objective is the pursuit of a public service mission linked to the delivery of services covered by those CPV codes listed in Regulation 77(2) of the Regulations;
(b) profits are reinvested with a view to achieving the tenderer’s objective, and any distribution of profits is based on participatory considerations;
(c) the structures of management or ownership of the tenderer are (or will be, if and when it performs the contract);
(i) based on employee ownership or participatory principles, or
(ii) require the active participation of employees, users or stakeholders; and
(d) the tenderer has not been awarded, pursuant to regulation 77, a contract for the services concerned by the Council within the past 3 years.
It is important that suitably qualifying organisations are registered on the Council’s e-tendering system (capitalEsourcing) if they wish to be considered for this contract. Details of the system and how to register on it are provided at the end of this notice.

Joint and several liability. Should the successful tenderer be a consortium of companies, the lead partner will be responsible for completing the commission on behalf of the consortium and all payments will be made to the lead partner for services rendered by the consortium. Support partners will be required to complete a collateral warranty agreement in favour of the Contracting Authority.

Jack Tizard is a special school for children and young people with multiple complex needs and severe learning difficulties (SLD), including profound and multiple learning difficulties (PMLD).
The Authority and the School will wish to work with the successful Contractor to find creative and mutually acceptable ways in which Social Value can be further enhanced during the life of the Contract.
