The works will be undertaken by Contractors with suitably qualified and competent Tree Surgeons and Invasive Species Control Specialists and will implement the recommendations of Northern Ireland Railways’ (NIR) Hazardous Tree Survey and Invasive Species Survey 2013 comprising tree cutting, felling, trimming and disposal and weed spraying on or near an operational Rail Line.
The works are considered as 3 different elements:
— Hazardous Tree Cutting,
— Invasive Species Treatment,
— Reporting and Recording Works undertaken.
The Works will require liaison with NIR staff, Ecologists and Geotechnical consultants where structural or ecological restraints are identified to the Works.
The locations of the works are along the entirety of the NIR rail network.
— 0MP at Central Station to 95MP at Derry~Londonderry Station
— 0MP at York Rd to 23MP at Larne
— 59MP at the Northern Ireland/ Republic of Ireland border to 126MP at Bangor
— Third Party Land Adjacent to the Rail Line
Accurate records and reporting of all works undertaken are required as is compliance with NIR’s Environmental and Sustainability requirements.
Contractors will be required provide suitable road rail plant and protection staff for access to the rail line and to undertake the works.
This project aims to reduce health and safety risks to rail passengers, manage the rail side vegetation in an environmentally responsible manner and subsequently minimise disruption to use of the rail line.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
