Dumfries and Galloway Council is seeking to appoint a number of Contractors for specialist programmed and emergency tree work that may arise throughout the Dumfries and Galloway region from time to time as defined by the Council and notified to the Contractor. No guarantee of the volume of work, if any, to be undertaken in relation to each call-off Contract is given by the Council. The Contractor understands that they may be required to undertake a number of simultaneous or consecutive pieces of work at any one time, and these may be awarded by different client services within the Council. This may be by way of direct award or via mini-competition. The region is divided into 4 geographical areas for this Framework Agreement to ensure that all work ordered is carried out within the Terms of the Contract and timescales.

Emergency Call-Out: The Contractor shall deploy staff on site within 4 hours or as soon thereafter as can be safely achieved and as agreed by the Council.
The Contractor understands and accepts that they may be called upon to provide emergency services at any time of day or night.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
