The Mayor’s Office for Policing and Crime (MOPAC) (the Authority) as the contracting authority is seeking tenders for the supply of Application Management Services (AMS) to the Digital Policing (DP) function of the Metropolitan Police Service (MPS).
The Total Technology Programme Infrastructure (TTPi) has been established to implement a Service Integrator and Management (SIAM) and Service Tower operating model for the delivery of ICT services across the Metropolitan Police Service (MPS) and to procure replacement contracts that align with and support this model. This contract notice covers the procurement of the Application Management Services (AMS) Tower which includes Level 2 and Level 3 support.
The AMS Supplier will provide services across the following activity groups:
— handling and resolving escalations from the service desk (level 1 support is performed by the siam supplier),
— application fault-fixing, patching and maintenance,
— application enhancements,
— application access and provisioning,
— configuration management,
— application readiness testing,
— source code maintenance (either directly or via third parties),
— de-commissioning applications which have reached end of life.
The AMS Supplier will also be required to provide other services, including:
1. Identification and implementation of rationalisation and simplification opportunities across the application estate; and,
2. At the Authority’s discretion, acceptance and support of further applications which are either currently supported by third parties or which have yet to be designed and developed.
The Contracting Authority intends to structure the contract so that it can be expanded to cover further applications identified in the rationalisation process.
Acting on the MPS’s behalf, the MPS’s new SIAM supplier will integrate, manage and monitor the business as usual ICT Services from each of the other Tower suppliers into a portfolio of end-to-end business services, assuring their delivery to agreed standards. The SIAM supplier will also co-ordinate the introduction and delivery of change across the Towers to ensure integrated deployment services. Should the AMS bidder have bid for and ultimately won the competition for the SIAM services (either as a prime contractor or sub-contractor), in order to minimise any conflict of interest the successful AMS bidder will need to demonstrate to the satisfaction of the Authority that acting in this capacity (as SIAM supplier) will not prevent it from maintaining independence and neutrality in its provision of both the AMS and SIAM services.
It is envisaged that both supplier to supplier and Authority to supplier TUPE will apply to this contract.
The Authority will use the Competitive Procedure with Negotiation for the purposes of this procurement and, in accordance with Regulation 29(15) of the Public Contracts Regulations 2015, the Authority reserves the right to award a contract on the basis of the initial tenders without negotiation. However, should a contract not be awarded at initial tender stage, the Authority also reserves the right to use successive negotiation stages in order to reduce the number of tenders to be negotiated by applying the Award Criteria contained in the procurement documentation.

The values given below are a range which enables flexibility in providing additional Application Management Services and application rationalisation, simplification and enhancement services during the term of the contract. During the contract term it is anticipated that further applications, at the Authority’s discretion, will be accepted by the AMS Supplier into the AMS services and old applications will de-commissioned by the AMS Supplier from the ICT estate.

The Authority shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding to the procurement process. All discussions and meetings will be conducted in English. Tenders and supporting documents must be priced in Pounds Sterling and all payments under the contract will be made in Pounds Sterling. The Authority will issue the ITT to a minimum of 3 and a maximum of 6 candidates who submitted PQQ responses and pass all selection criteria. If more than 3–6 candidates pass all criteria, the Authority reserves the right to take only the 3–6 highest scoring candidates through to the next stage of the competition. VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a minimum 10 calendar day standstill period from the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Such additional information should be requested from the contact details provided in Section I.1. The purpose of the standstill period is to allow aggrieved parties to apply to the Courts to set aside the award decision before any contract is entered into. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court of England, Wales and Northern Ireland. Any such action must be brought in accordance with the relevant time periods in Part 3 (Remedies) of the Public Contracts Regulations 2015. The Court may make any order to include but which is not limited to a declaration that a signed contract is ineffective, interim orders, shortening of the contract term, setting aside of the award decision, ordering the Authority to amend any document and/or awarding damages in favour of the claimant.
