“The purpose of this notice is to draw attention to a procurement that NHS Supply Chain intends to commence during the subsequent 12 months. The invitation to tender will be the subject of a separate notice and it is that notice to which potential suppliers will need to respond at the appropriate time.
The Framework Agreement between NHS Supply Chain and successful suppliers will reserve the right to purchase the same or similar supplies and/or services from suppliers not appointed to the Framework Agreement at its sole discretion.
Whilst it is anticipated that initial expenditure under any forthcoming procurement will be in the region of £52 000 000 for this contract award this is approximate only and the values will be to such level as those purchasing under the Framework Agreement consider necessary to provide suitable requirements.
NHS Supply Chain expects to provide successful suppliers with the opportunity to offer additional savings to customers through discounted pricing.
The Framework Agreement will be between NHS Supply Chain and the Supplier however.
1) NHS Supply Chain
2) any NHS Trust;
3) any other NHS entity;
4) any government department agency or other statutory body and/or
5) any private sector entity active in the UK healthcare sector will be able to enter into a direct contract with the Supplier for any of the supplies and/or services under the Framework.
The Supplier will be required to report to and pay a direct contract management fee to NHS Supply Chain as detailed in the tender documents.

NHS Supply Chain is currently considering the use of lots for this procurement – see Annex B for details per lot. However it reserves the right not to as part of any future tender process. Further information in respect of the lot strategy will be set out in the notice for the forthcoming procurement.
As part of its pre-tender strategy NHS Supply Chain anticipates engaging with suppliers of these products. To outline the inclusion of contract conditions around labour assurance in the framework agreement.
The forthcoming tender will have contract conditions outlined in the framework agreement around labour assurance.
These contract conditions will require an audit post-framework award against NHS Supply Chain Labour Standards Assurance System and will seek to establish what suppliers are doing to manage labour standards within the supply chains of the products on the framework.
All suppliers who are awarded onto the Framework Agreement for Direct Textiles will have to submit this audit within the timeframe specified as a condition of contract.
Further improvement contract conditions will monitor how suppliers are managing labour standards as part of continuous improvement through the framework agreement.
It is the intention of the PIN to invite any potential suppliers to take part in a pre-engagement exercise on the subject of labour standards assurance. NHS Supply Chain will conduct a workshop to share the standards with any interested suppliers. Contract conditions will be communicated at this pre-tender workshop and there will be opportunity to raise questions about the labour assurance requirements.
