The successful suppliers will be expected to play an active and effective role as partners in understanding the needs and requirements of a large and complex building stock which is located over many sites.
The Framework Agreement will be a rotational ranked Framework with 3 suppliers for routine and emergency work under 10 000 GBP in value.
For work over 10 000 GBP in value a mini competition will be carried out between all scaffolding contractors that are appointed to the Framework Agreement.
Work is to be carried out as quickly and safely as possible. Emergency works will require the Contractors Contract Manager responsible for the work to be on site within 1 hour of a request for attendance being made with the scaffolding beginning to be erected on site within 4 hours of the original request being made. For the avoidance of doubt this would mean a request for attendance being made at 10:00 would require the Contractors Contract Manager being on site before 11:00 with the Scaffolding Work commencing on site before 14:00. The contractors appointed to the Framework Agreement will be required to provide this emergency service 24 hours a day 52 weeks of the year.
All work is to be carried out with minimum inconvenience to University, staff, students, residents and members of the general public. The detail and arrangements of all work to be carried out will be agreed between the University and the Contractor prior to the commencement of the work.
The appointed Contractor’s will provide a comprehensive Scaffolding service across the entire University of Edinburgh Estate.
All work must be carried out in line with UK legislation, Approved Codes of Practice and HSE guidance as well as normally accepted good practice. The University General Code of Safety Practice for Contractors will also apply to this Framework Agreement. The Contractor will be required to obtain any necessary permissions from the City of Edinburgh Council.
The Contractor’s personnel shall wear and use approved company attire and safety equipment in accordance with the agreed risk assessments and method statements when in attendance at University premises.
The Contractors will be required to provide any necessary protection to walls, floors, etc., and common points of ‘installation traffic’, when installing and delivering Scaffolding. Any damage to University buildings or property will be made good at the Contractor’s expense.
The Contractors will be required to provide all vehicles, equipment and staff necessary to meet the requirements of the work.
The Contractors will be responsible for safely removing all scaffolding and associated materials from site on the day the work is finished in an approved manner. The storage or leaving behind of any materials, waste materials or packaging on or adjacent to the site is not permitted.
The short-listing decision shall be based on passing the minimum standards (pass/fail) sections of this document as well as on the results of the scored questions listed in the PCS-T technical envelope and Section 2.
The highest 6 Suppliers will be taken through to the ITT stage and they will be invited to tender.
The top 3 Suppliers after the ITT evaluation will be appointed to the Rotational framework agreement.
