The University of Aberdeen Estates Section is currently undertaking a project to select, procure and implement a ranked framework for Asbestos Removal and Analytical works that best meet the needs of the University and its customers.

The purpose of this document is to invite tenders for the supply of trade term contracts for Asbestos Removal and Analytical works. This document forms the basis on which prospective suppliers of such services will be assessed.

Lot 1 will be for an Asbestos Removal Contractor with Lot 2 being for Asbestos Analyst services. Tenderers will be able to bid for both lots but those appointed to the framework of one lot cannot be considered for the other lot due to the nature of the need for division of responsibility.

— Current HSE licence with weighting given to those contractors with a 3 year licence,

— Health and Safety at Work Act 1974,

— Control of Substances Hazardous to Health Regulations 2002,

— Classification, Packaging and Labelling of Dangerous Substances Regulations (1984) — plus subsequent amendments,

— The Control of Pollution Act 1974 5) The Control of Pollution (Special Waste) Regulations 1996 HSG248 — Asbestos: The analysts guide for sampling, analysis and clearance procedures,

— HSG264 — Asbestos: The survey guide,

— HSG247 — Asbestos: The licensed contractors guide,

— Control of Asbestos Regulations 2012.

Lot 2:

— UKAS accredited for surveying for asbestos in premises,

— UKAS accredited for sampling of asbestos in air, fibre counting, 4-stage clearance testing, bulk sampling and analysis of asbestos.

We require insurance levels of 5 000 000 GBP.

As ESPD 4c:

The Supplier shall ensure throughout the duration of the Framework Contract that all the mandatory company United Kingdom Accreditation Service (UKAS) accreditation and/or Health and Safety Executive (HSE) Licences are held and maintained. Suppliers shall also ensure that throughout the duration of the Framework Contract all employees are fully qualified, certified, trained and kept up to date with the relevant legislation and legal requirements. Upon request the Supplier must furnish the University with documentary evidence pertaining to current licensing, certification, staff qualifications / level of training / experience.

Details to be provided of all HSE Improvement and Prohibition notices received in the last 5 years.

The Supplier, and every person employed by him for the purpose of this Framework Contract shall observe the highest standards of courtesy and consideration to members of the public, students and University staff.
