II.1.5)Short description of the contract or purchase(s)

The University is looking to appoint a number of contractors to provide comprehensive Asbestos Consultancy Services in accordance with legislative requirements. This will include Management Asbestos Surveys, Refurbishment and Demolition Asbestos Surveys, Specification Writing, Bulk Sampling, Air Monitoring, Clearance Testing and associated works whilst providing expert advice at all times.
Asbestos analytical services will be required to various projects where asbestos works are being undertaken for the University of Manchester. Analytical services will be required during all licensable projects and during a selection of non-licensable abatement projects. The scope of monitoring requirements will be established on a project by project basis. Types of buildings will include residential areas, food courts, offices, estates areas, lecture theatres, laboratories and workshops etc. Analytical services will also be required for ad hoc and regular air monitoring as and when required.
Asbestos survey services will be required to various projects where refurbishment and / or demolition works are being undertaken for the University of Manchester. Specific Refurbishment & Demolition surveys will be required where insufficient or inappropriate survey information is available to support project proposals. The scope of these surveys will be established on a project by project basis. Types of buildings will include residential areas, food courts, offices, estates areas, lecture theatres, laboratories and workshops etc. Survey services may also be required to form the basis of quality assessment and comparison purposes.
Asbestos re-inspection services will be required to be undertaken on a periodic basis for the University of Manchester. Typically this will be required on a 12-18 monthly basis to ensure the ongoing condition of identified ACMs.
Duration of Framework Agreement — 24 Months plus 2 possible extensions of 12 months. Total possible duration of Framework Agreement = 48 months.
Framework Agreement is not open to any other purchasers other than the University of Manchester.

The overall cost of the framework is estimated at 1 500 000 GBP per annum, over the full 4 year term this represents a framework value of £6,000,000. This represents the best estimate at the time of publication.
The budget has been estimated based on spend on the existing Asbestos Consultancy framework and anticipated work over the life of the framework. Please note, successful consultants are not guaranteed any work under this framework agreement.

The University’s particular requirements will be set out in the tender documentation but it should be noted that the University reserves the right to require groupings of economic operators to take a particular legal form or to require a single operator to take primary liability for a contract to be performed by a group of economic operators or to require each party to undertake joint and several liability in respect of the entire contract irrespective of the form the grouping takes.

Envisaged number of operators: 10
Objective criteria for choosing the limited number of candidates: The University intends to invite 10 candidates to tender on the basis of the ranking of candidates at PQQ stage at which the criteria referred to in Regulation 65 of the Public Contract Regulations 2015 will be assessed and marked. Whilst the maximum number of candidates specified is 10 the University reserves the right to invite less than 10 candidates to tender.
In the event that candidates’ scores are tied resulting in the maximum number to be shortlisted (10) being exceeded, a tiebreaker exercise will be conducted by the University. Those candidates who are tied will be separated by their scores received in the following (in order of precedence):

Candidates who are tied will be first separated by the scores they received for Question 5.6 if candidates are still tied, this process will be repeated for the other sections in order as laid out above.
