Under the Construction Works Framework, contractors will undertake various types of construction works at the University to include but not limited to; demolition, new build, refurbishment, decoration and landscaping/external works. Works on the Construction Works.
Framework will let under 4 Lots of ranging values from GBP 1 up to GBP 9 999 999.

The University intends to invite 34 candidates (across all lots) to participate in the ITT on the basis of the ranking of candidates at PQQ stage at which the criteria referred to in Regulation 65 of the Public Contract Regulations 2015, as amended will be assessed and marked.
Please note, the maximum number of contractors across all lots that will be invited to participate in the ITT will be 34. The maximum numbers to be invited to participate in the ITT for each specific lot are as follows:
Lot 1 — 10 candidates.
Lot 2 — 10 candidates.
Lot 3 — 8 candidates.
Lot 4 — 6 candidates.

In the event that candidates’ scores are tied resulting in the maximum number of candidates shortlisted for a lot being exceeded, a tiebreaker exercise will be conducted by the University. Those candidates who are tied will be separated by their scores received in the following sections (in order of precedence):

— Previous Experience: Provide details of four construction works contracts held by the office identified to service this contract (currently and within the last 5 years) in respect of the goods/services that you intend to supply to the University of Manchester.
— 8.4 — Supply Chain.
Candidates who are tied will be first separated by the scores they received for Questions in 8.3 if candidates are still tied, this process will be repeated for the other section questions in order as laid out above. This process will continue until the maximum number of candidates to be shortlisted has been reached with no ties.

Section II.2.1 — Total quantity or scope.
The value range set out in this section is an estimate and indicative only.
Section III.2.2 — Economic and financial capacity.
Instead of setting minimum levels of turnover for candidates to satisfy in order to pre-qualify, the University will be using the unique Construction-line notation formula which has been developed over a period of years by key buyers, industry leaders and government bodies. The formula looks at a supplier’s financial standing for successfully delivering contracts to a certain value. The notation is calculated as the lowest of 3 calculations that bring together the last reported annual turnover, net assets and the highest value project referenced in the PQQ (details of how the calculation is made are set out in the MOI). For those candidates who are registered with Construction-line, their existing notation value for the building general category will be used for evaluation purposes. For those candidates who are not Construction-line registered the notation formula will be applied to the information provided within the PQQ.
In order for candidates to pass the financial section of the PQQ they must have a notation value as described in Section 5.4.3 of the PQQ MOI. The Construction-line notation value is bespoke for each of the 4 lots within the Framework and has been set at the upper limit of each specific lot.
In the event of a PQQ response from a consortium, the collective total of each members’ notation value must be at least the value as set out in Section 5.4.3 of the PQQ MOI. In addition, each individual member of the consortium must have a notation value of at least 50 % of the overall notation value of the lot being applied for. Please refer to the PQQ descriptive document for full details of how a PQQ response from a consortium will be assessed.

Other additional information.
In-Tend: Candidates will be required to register with www.intendhost.co.uk/universityofmanchester to take part in the tender process. Once registered, candidates must download the relevant PQQ, complete and then upload documents. Registration details along with the PQQs can also be accessed through the Procurement Office web site at www.campus.manchester.ac.uk/procurement. The University will be using Constructionline in the pre-qualification process. If however a candidate is not registered with Constructionline they will be instead asked to provide the relevant information in their pre-qualification questionnaire.Right to Cancel: The University reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award the contract in part, or to call for new tenders should it consider this necessary.
Transparency: The University is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR) and may be required to disclose information received in the course of this procurement under FOIA or the EIR.
Costs: The University shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this notice, or in the negotiation, completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed.
