The contracting authority reserves the right to award contracts combining the following lots or groups of lots:

The Council seek to appoint advisory services for regeneration and reserve the right to award all lots to a single supplier. Organisations tendering to be Lead Consultant are required to tender for at least one other lot and encouraged to seek responses to the Council’s requirement by tendering for all lots either alone or as a consortium or special vehicle to be approved by the Council.

The Council is also seeking to appoint suitably qualified and experienced Providers of the following Professional Advisory Services:

Design and Urban Planning (including planning, architecture, master planning and urban design, environmental impact assessment, landscape architecture and development)

The Council seek to appoint a lead consultant (and specialist professional advisory services) for the Queensway regeneration project and reserve the right to award all lots to a single supplier.

For this reason, any organisation tendering to be Lead Consultant will be required to tender for at least one other lot and are encouraged to seek responses to the Council’s requirements by tendering for all lots. This may be in the form of a consortium or special vehicle as approved or instructed by the Council.

VI.3)Additional information:

The Better Queensway Project is a large scale project that will regenerate the Queensway area of Southend over the coming years. The project includes infrastructure and property development on a site of app. 5ha near Southend Town Centre and Southend Victoria mainline station. The Queensway estate currently has four tower blocks in the area, of approximately 15 stores in height and in varying condition comprising 440 units in total. The preferred option at present is to demolish the existing tower blocks to improve the quality of the existing housing in the area and build approximately 1200 new homes to provide a range of housing and premises for other uses.
