Description of the contract

The Department for Culture, Media and Sport (DCMS) wishes to commission research to investigate the significance and value of the social impacts of engagement with culture and participation in sport. This work will inform the Department’s current strategic research programme to develop its understanding of the social impacts of engagement and participation in its sectors. The culture and sport sectors have a key role in influencing well-being and producing wider social benefits (e.g. health, education) . Measuring individual and community well-being and the impact of government policy on it is a cross- government priority. This interest in well-being emphasises the importance of social impacts as an individual but complementary (and in some instances, overlapping) domain to measures of economic impact. The agenda is key to ensuring the impact of government activity (at both national and local levels) on wider social outcomes is better understood, measured and considered within policy development, wider government analysis and decision making, and also the design and implementation of local level initiatives. To develop the social case for government funding within the sports and culture sectors, DCMS is currently undertaking a programme of strategic research to support its understanding of the social impact of engagement and participation. This programme of work aims to develop understanding by considering the evidence base on social impacts arising from engagement in these sectors. This is being considered in terms of the range of benefits generated, the impact of government funding and how produced benefits relate to the measurement of well-being
