Parts and accessories for vehicles and their engines. HQ British Gurkhas Nepal (BGN) has a requirement for white fleet vehicle spares contract outside the existing MOD Land Rover spares provider. The contract requires continuity over a minimum of a 3 year period with two optional one year periods. The service is to support the BGN mission and ensure that they give a high quality customer focussed service.
This Enabling Arrangement will ensure due diligence is exercised by HQ BGN under a Duty of Care to Service personnel and Locally Employed Civilians (LEC) who rely on this equipment on a daily basis.
The BGN fleet consists of: Land Rover Discovery 2,3 & 4, Land Rover Defender models 2005-2012, IVECO Vans and Minibuses & Ford Transit van.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Objective criteria for choosing the limited number of candidates: Companies are advised that a Pre-Qualification Questionnaire (PQQ) exercise covering various issues which the Authority considers to be relevant will be undertaken prior to the issue of any Invitation to Tender (ITT). Companies will be required to respond to all areas identified in the PQQ and the Authority will assess the responses using a pre-defined marking scheme. Companies who submit an Expression of Interest and subsequent PQQ shall note, and accept, that the Authority’s decision with regard to the companies invited to tender in relation to the proposed requirement shall be final and no further correspondence shall be entered into.
