II.1.5)Short description of the contract or purchase(s)
Vertical ‘through floor’ lifts are installed in the Housing Executive’s domestic dwellings to allow a disabled person access to the first floor of the dwelling. The Housing Executive have four types of lifts to be maintained/installed as part of the Service:
a. Vertical Seat lift;
b. Vertical Wheel chair lift;
c. Platform Lift;
d. Step Lift.
The Service required will comprise of the following items of work to the Housing Executive’s vertical ‘through floor’ lifts in domestic dwellings:
— Service and Maintenance of all lifts;
— Assessment and completion of repairs to lifts;
— Installation of new lifts (or stored previously used lifts);
— Removal, refurbishment and storage of lift units;
— Survey and design of structural alterations to 1st floor (for new openings or closures);
— Structural alterations following approval of designs;
— Obtaining Building Control certification for any structural alterations;
— Response to call outs 24 hrs/day, 7 days/week;
— Installation of new lift communication systems;
— Testing of lifts as directed by the Housing Executive.
Tenderers should note that installations and removals of lifts will also require structural alterations to the first floor to create or close an opening in the first floor.
The maintenance and servicing of the lift units will be carried out in accordance with the specification and other provisions of the TSSC. Occasionally instructions will be issued by the Housing Executive, requested through Job Requests, for items of work outside the main Service.
The Service will occur in occupied buildings and in most cases in and around dwellings occupied by persons with disabilities and special needs.
The provision of the Service is required during Normal Working Hours (9:00 to 20:00 on Mondays to Fridays inclusive and from 9:00 to 13:00 on Saturdays including all annual and public holidays) and includes the provision of an emergency response service outside Normal Working Hours so that total cover is given 24 hours per day, every day of the year for the duration of the contract awarded. This includes all weekends and holiday periods.

Description of these options: Subject to the terms and conditions set out in this ITT, the Vertical ‘Through Floor’ Lifts Framework and Term Service Short Contract, it is envisaged that the Term Service Short Contract will commence in May 2015 and continue thereafter for an initial period of 2 years (‘Initial Period’). Following expiry of the Initial Period, the Employer shall have the option to extend the service period by such period(s) as it sees fit provided that the cumulative period of such extension(s) shall not exceed 2 years from the date of the expiry of the initial service period.

Until the contract is formalised all discussions will be deemed strictly subject to contract. No formal agreement shall be binding until it has been signed by duly authorised representatives of both parties, or as otherwise advised by the Housing Executive.
The Transfer of Undertakings Protection of Employment Regulations and/or the Service Provision Change (Protection of Employment) Regulations 2006 may apply to the staff/operatives currently engaged in the delivery of these services. Tenderers are required to seek their own advice, make their own investigations (including by seeking information) and include for this in their tenders.
Tenderers will be required to submit:
(i) A Whole Pricing Document specifying pricing applicable across all lift sites in Northern Ireland including some notional quantities which will be used for Job Requests.
(ii) A Quality Submission to determine membership of the Framework Agreement.
It is anticipated that ONE Term Service Short Contract will (at the Housing Executive’s discretion) be awarded under and in accordance with the terms of the Vertical ‘Through Floor’ Lifts Framework Agreement, following a mini–tender competition between the Eligible Framework Members.
Only one Framework Member will be awarded a Term Service Short Contract (TSSC). Following the mini-competition for the single appointment the remaining Framework Members will be held in reserve on the Vertical ‘Through Floor’ Lifts Framework Agreement. The award of any TSSC will be at the absolute discretion of the Housing Executive.
The TSSC will be substantially in the form set out in this ITT, although the Housing Executive reserves the right to amend this further (within the confines of the Regulations) to meet the requirements of the Housing Executive. The TSSC will require the successful Framework Member to carry out all of the Service across Northern Ireland during the Service Period.
Only those Framework Members who are successfully appointed to the Vertical ‘Through Floor’ Lifts Framework AND are subsequently awarded and enter into a Term Service Short Contract with the Housing Executive will be required to provide the Service and even then, there is no guarantee of any particular volume of work. The precise requirements for the Service may vary under the Term Service Short Contract and hence the value of such Term Service Short Contract may also vary.
