L&Q wish to establish the Sales and Marketing — Video Lead Content Marketing Agency Framework Agreement for the provision of Sales and Marketing collateral across Shared Ownership and Private Sale developments.

Appointments under the Framework Agreement shall be for the aggregated or singular of the following services:

A) Film production;

B) Motion graphics;

C) Content production;

D) Content strategy and objective setting;

E) SEO and editorial strategy;

F) Thematic campaign planning;

G) Partnership and content co-creation;

H) Analytics configuration;

I) Re-versioning and content re-use;

J) Website creation and content platform development.

Collectively known as the ‘Video Lead Content Marketing Agency Services’. These are the main category headings which cover 99 % of the category requirements. L&Q reserves the right to add sub categories within the 4 year term of the Framework Agreement.

Also note that in order to be considered for the tender stage of this procurement process, Applicants must be able to confirm that they can provide all of the categories of Video Loead Content Marketing Contractor Services listed in A to G above in-house without outsourcing to a 3rd party. Please refer to question 5.1 of this PQQ which will be assessed on a pass / fail basis.

L&Q reserves the right to cancel the procurement and not to proceed with all or part of the Framework

Agreement. L&Q will not, under any circumstances, reimburse any expense incurred by bidders in preparing

their PQQ or tender submissions.

In accordance with the requirements of the Public Contracts Regulations 2015, the PQQ and the tender documents are being made available to Applicants via the MYTENDERS portal from the date of issue of this OJEU Notice. However, as L&Q is following the restricted procedure to procure the Framework Agreement, interested Applicants are initially only required to submit a completed Pre-Qualification Questionnaire by the deadline stated in sectiin IV3.4 of this notice. Only those Applicants that are shortlisted for the tender stage following the PQQ evaluation will be required to submit a tender for the Framework Agreement in response to the Invitation to Tender (ITT).
