Description of the contract

Staffordshire County Council (the County Council) wishes to invite tenders for the provision of a Voluntary and Community Sector Infrastructure Support Service and Voluntary and Community Sector Volunteering Support Service in Staffordshire. This service is divided into 2 Lots: Lot 1 – Voluntary and Community Sector (VCS) Infrastructure Support Service Lot 2 – Voluntary and Community Sector (VCS) Volunteering Support Service The principal aim of the service for Lot 1 is to provide VCS Infrastructure Support by providing advice, support and representation to Voluntary and Community Groups in Staffordshire to enable them to achieve their potential in improving the quality of life of the people and communities they work with. The principal aim of the service for Lot 2 is to provide VCS Volunteering Support by providing volunteering facilitation, advice and support to Volunteer Involving Organisations from the VCS (or other sectors where specifically stated in the Outcome Plan) and individuals in Staffordshire to improve volunteering opportunities and increase the numbers of volunteers. Bidders may tender for individual Lots or both Lots together. The services will deliver around the following key areas : • Influence – Staffordshire’s VCS have a strong and influential voice. • Develop – Staffordshire’s Voluntary and Community Organisations have the infrastructure, skills, and knowledge for sustainability. • Connect – Staffordshire’s VCS are well connected across all sectors and in particular within their own sector and with the private sector. • Volunteer – Supporting Volunteering Involving Organisations and volunteers and promoting/matching volunteering opportunities. • Accountability – Staffordshire’s VCS and Volunteer Support Services have a robust governance structure. The Services (2 separate Lots) will commence from 1 April 2013 for a period of 2 years with an option to extend for up to a further 2 years. Any extension of the contract beyond 2015 will be determined by the County Council following an evaluation of the Service which has been delivered by the successful tenderer during the Contract Period. The maximum value for Lot 1 will be £1,276,160 The maximum value for Lot 2 will be £650,000 The contract value is based on a four year period, therefore if the option to extend is not taken, the contract value will be reduced. TUPE may apply to this contract.
