II.1.4)Short description:

Wakefield Council is commissioning a district-wide Generic Domiciliary Care Service and Emergency Support to Carers Service.

The Framework Agreement will be a spot purchase arrangement which will provide ‘call-off’ contract opportunities for Service Providers and therefore offers no guarantee of any level or value of business to any service provider appointed onto the Framework.

The Council is seeking applications from suitably experienced providers, registered with Care Quality Commission, who are able to provide the Services within the Wakefield district area from 9.10.2017.

Providers will be required to operate electronic call monitoring systems for delivering services to account for actual service delivery and to provide specified performance indicators. Payments for Services will be at the fixed Council’s Contracted Rate for Care which will be based upon actual delivery as evidenced by services providers’ electronic call monitoring systems.

II.2.4)Description of the procurement:

In identifying Organisations to appoint to the Framework Agreement, the Council reserves the following rights:

* Reject any bidders tender submission in its entirety where their overall evaluation score does not achieve at least 60 % of the available marks;

* Limit the number of bidders appointed to the Framework Agreement to 20 (top scoring);

* To appoint all bidders whose tender submissions are not eliminated at any previous stage.

The Council reserves the right to re-open competition at any point during the Framework duration to secure additional capacity to meet demand. In instances when the Council exercises this right, the same application process and evaluation criteria will apply. Existing providers already appointed to the Framework Agreement will not be required to re-apply, their position on the Framework Agreement will remain in force.

Important note: This procurement process is still subject to approval by Wakefield Council Cabinet.

The duration is the initial term only. The Council reserves the right at its sole discretion to extend the framework by up to a further 12 month period.

The estimated value of the Framework Agreement is 50 000 000 GBP based on 10 000 000 GBP per annum for commissioned care hours, recognising that the demand or care needs of individuals may increase over time and therefore subject to change.
