This is a notice for social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74.
The London Borough of Waltham Forest (the ‘Authority’) is seeking to appoint a suitably qualified and experienced single entity to deliver the provision of a High Needs Outreach Support Service. These services are support services to mainstream educational settings that enable learners with Special Educational Needs or disability (SEND) to attend or remain at a mainstream educational settings and make good progress in their attainment. This is achieved by supporting teachers and SENCOs with a range of services including consultancy, advice, formal training and attendance at learner-specific meetings such as team around the child (TAC).
The tender procedure being undertaken is light touch regime — open tender.
Under the contract the successful provider will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly the contract performance conditions may in particular include social and environmental considerations.

The London Borough of Waltham Forest and its Schools Forum are committed to continuing its provision of High Needs Outreach Support Services. These services are support services to mainstream educational settings that enable learners with Special Educational Needs or disability (SEND) to attend or remain at a mainstream educational settings and make good progress in their attainment. This is achieved by supporting teachers and SENCOs with a range of services including consultancy, advice, formal training and attendance at learner-specific meetings such as team around the child (TAC).
Services being initially tendered have an Annual Budget envelope of 916 000 GBP.
Contract period is 3 years with the option to extend for 1 further period of 24 months.
Estimated value excluding VAT: 4 580 000 GBP
