Description of the contract

DECC is looking for a contractor or contractors to undertake an evaluation of the Warm Home Discount Scheme. The work is likely to comprise of: • Review literature and policy documentation as part of evaluation framing. • Developing an understanding and articulation of policy aims of individual (and related) policies. • Developing an understanding and articulation of WHD operations and delivery. • Propose and execute a methodology to understand the impact of Warm Home Discount rebates both in terms of the extent of fuel poverty and moving households out of Fuel Poverty, and establishing impact on thermal comfort using different data sources. • Conduct new primary research and analysis through interviews with WHD recipients and non-recipients within each of the scheme’s two key elements. • Conduct research and analysis through interviews with WHD administrators including energy suppliers and DECC, DWP, Capita and others. • Determine the effectiveness of the process through which the scheme is delivered. A full list of research questions and requirements is presented in the ITT. The research is a combined impact and process evaluation and is expected to comprise of both quantitative and qualitative methods with Warm Home Discount customers and non-customers, participating energy suppliers, and WHD administrators in public sector departments. The research findings should be presented in a final report, delivered by July DECC also requires a presentation of findings.

If you wish to take part in this procurement please see the attached Tender documents attached to this Notice for instructions. Tenders should be no 25 pages (excluding declarations and annexes with CVs). We require 3 hard copies to be e-mailed to Fiona Tranter by 12 February 2015 (5pm). Electronic versions of your bids should also be sent to fiona.tranter@decc.gsi.gov.uk. Any late submissions will not be considered. Interviews, if deemed necessary, will be held on 23 February (suppliers will be notified of this by Monday 16th February). If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on Wednesday 25 February. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions, which are available on contracts finder.
