West Lothian Council is currently working to develop a long term solution for waste management in the Authority area to comply with the requirements of the Landfill and Waste Directives and the anticipated Waste (Scotland) Regulations 2012. The Authority is in the advanced stages of a procurement process designed to deliver a waste treatment solution, which is expected to become operational during financial year Aril 2014 to March 2015. Until then, the Authority requires to procure interim measures to ensure that adequate waste management arrangements are in place until the new facility is available. The framework will be divided into 10 lots and seek proposals that include measures to pre-treat and divert from landfill a proportion of the materials supplied by the Authority instead of being sent direct to landfill.
Potential bidders must hold the necessary waste management licences, permits, exemptions and registration as Waste Carriers where applicable.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
