II.1.5)Short description of the contract or purchase(s):

NWL are looking to identify a service provider for the provision of Water Efficiency Audits in both the Essex and Suffolk areas of ESW.
The services to be provided in one yearly periods include
— Compiling and sending out letters to introduce the project,
— Making appointments for delivery or installation of the products,
— Delivery of the products and retrofitting plumbing devices where selected, ensuring that the chosen products are suitable and substituting alternative products where appropriate,
— Remedial visits,
— Monitoring productivity,
— Data collection and reporting,
— Collection of water consumption data to assess water savings.
The project will run for a period of around 7 months and a further 3 month period to complete remedial actions and to remedy any issues arising from the audits, data analysis or final report.
It is estimated that approx 15 000 letters would need to be sent in order to achieve the target 3 000 Audits. Call centre volume and data administration will be high during this period and we request that all the information relevant to this project and to our customers to be held securely and separate to other client’s information on a unique database
We request that the contractor designs this database and that NWL retains the intellectual property rights. We also stipulate that NWL is responsible for all PR releases relating to this project.
Plumbers are to be qualified to NVQ level 2, will have a National Water Hygiene Card and will be invited to a meeting to go through the project and review the products.
Reporting.
Analysis of data and reports on the work completed (take up rate etc.) are required weekly and a format is to be proposed in the tender.
Data Integrity is also key to the success of this project and therefore would wish to implement the following Data Validation requirements – automatic limits on dates to be submitted, checks to be carried out on 10% of the information. If errors are returned in more than 5 % of cases then the contractor should escalate checks to 50%. A full report would be expected on the data validation checks and we also will request photocopies of the sheets and place calls to customers to complete our own validation checks.
