Description of the contract

The Defence Science and Technology Laboratory (DSTL), which is part of the UK Ministry of Defence, would like to develop a web application to host a contracting framework for Science and Technology Research contracts. The web application will be accessible to both internal users and external industry and academic suppliers. A start date of 21st July 2014 is proposed followed by 3-4 months surge effort to establish a viable and useable product. Further development is expected beyond any live or beta version as the web application matures and usage increases. DSTL on behalf of MoD place a significant amount of fundamental, experimental and applied research contracts with various industry and academic suppliers. The placement of these contracts currently requires a large amount of manual effort and overhead to advertise requirements, manage tenders, compete and finally award a contract. It is believed that this limits access to Subject Matter Experts and academia which are key to innovation and value for money in procuring research. As such, DSTL would like to establish a contracting framework that provides the ability for controlled access across a pre-qualified industry and academic supplier base through a web based research contracting application known as the R-Cloud (Research-Cloud); the overall aim being to expedite the end-to-end placement of research contracts. DSTL has no current digital service that meets this requirement and seeks to implement a simple yet intuitive web application to provide the required commercial functionality and operation of the framework. The key objectives for the web-application are: • Controlled access for internal and external users • A process and method for pre-qualifying industry suppliers onto R-Cloud • A means of advertising S&T research requirements across 9 key capability areas or Lots • An automated means of inviting suppliers to tender against a research requirement • Access to standard templates and bid material • A vehicle for linking research requirements to supplier capabilities via a known taxonomy • A dynamic framework that provides a faster route to market through the use of modern digital services
