Description of the contract

Contracts Finder is a critical online tool, providing a single place for all public procurement opportunities and contracting data to be advertised. Since its introduction in 2011, it has been largely well received as a central point of reference for suppliers with over 8500 opportunities advertised and approximately 166,000 weekly page views. Building on the findings of the ‘discovery’ phase we now need to provide end users/ public with a system which is more intuitive and simple to use. The key objectives of the Contracts Finder re-development project include, but are not limited to: • A system which is centered around the user need • A solution that continues to enable buyers to publish procurement pipelines, opportunities, tenders and contract documents • Improve public perceptions by demonstrating real change in the way government procures across a number of sectors and organisations • To ensure we continue to meet our policy commitments in support of the growth, Small and Medium Enterprises (SME) and open contracting agendas • A mechanism to produce open data about government processes for transparency purposes It is expected that the alpha and beta phases will be concluded within a maximum of 14 weeks. The customer will expect the outcomes/deliverables below as a minimum: • Sprint plans for alpha, beta and live • Final analysis on the user needs research commissioned as part of discovery • Agreed scheme for data interchange and full API testing • Develop the understanding of the service at a coding level and the integrations required • Further development of the high level story cards produced during discovery • Plan for beta and the running of a live service • Working basic system that provides limited functionality that can be tested across a closed group of users. • Understanding of legacy system decommissioning • Testing of cross functional requirements • Create a contingency and ‘rollback’ plan • Options for the assisted digital support and subsequent testing • Delivery of a public end-to-end prototype of the new solutions that can be used for real, by end users. • A collection of priorities work to be complete (backlog) • A user testing plan • Accurate reporting, metrics and measurement to monitor KPIs • Completion of assurances required to ensure digital service is compliant with the GDS Digital by Default Service Standards
