Description of the goods or services required

A specialist environmental consultant is required to plan the creation of wetland habitat, (while preserving and enhancing the already diverse biodiversity) to advise and obtain any permissions required (if any) and to appoint and manage contractors to construct and landscaping the wetland area.

The consultant will also produce plans on the location and specifications of features to enhance the visitors’ experience of the whole site. Llys Nini volunteers will then use the plan to construct the board walks, fencing, hides, paths, interpretation panels etc.

Additional Information

RSPCA Llys Nini is a volunteer-run, local, separately registered charity within the “RSPCA Family”. It is based as Penllergaer, Swansea on what was Llys Nini Farm. The 78 acre site includes a number of habitats, the major part of the Llys Nini SINC and is managed for biodiversity and the benefit of wildlife.

The proposal is to enhance the existing habitat by extending and creating a wet land area of marsh, scrapes, wet woods and wet grassland. This will form the focal point of the wildlife visitors’ experience on the site. The aim is to develop a “wildlife visitor attraction” which benefits biodiversity and the community.

The Llys Nini site has been managed for several years under the Ti Gofal Scheme with the help of Environmental Wales. A survey and indicative wetland creation plan was produced in 2012 which will form the basis of the habitat creation.

A specialist environmental consultant is required to plan the creation of wetland habitat, (while preserving and enhancing the already diverse biodiversity) to advise and obtain any permissions required (if any) and to appoint and manage contractors to construct and landscaping the wetland area.

The consultant will also produce plans on the location and specifications of features to enhance the visitors’ experience of the whole site. Llys Nini volunteers will then use the plan to construct the board walks, fencing, hides, paths, interpretation panels etc. The materials required for this will be funded separately from the wetland habitat creation project.

The selected consultant will need to advise the charity of the most appropriate habitat creation plan and undertake the delivery of the agreed habitat creation/enhancement.

Aspects of the above will included:

1. Survey the topography of the site and identify species present. Process survey data in order to select site for wetland creation/enhancement. Present to the Management Group.

2. Prepare an appropriate detailed plan, with specifications for the wetland site, which conserve present habitats while creating a bio-diverse wetland area which could include ponds and scrapes, feeding, breeding and refuge areas for a wide variety of wildlife, including invertebrates, amphibians, reptiles, birds and mammals; possibly water vole and otter. The plan should include a planting / vegetation management regime plus screens and hides to allow observation without disturbance.

3. Advise on and support in obtaining permissions, if necessary, for the approved plan. Provide detailed design plans and specifications which are likely to be approved by the relevant authorities.

4. Contract and manage any sub-contractors, as required, to landscape the wet site. i.e. construction of ponds, scrapes, ditches, banks, platforms etc..

5. Source and plant suitable vegetation required in the creation of the wetland. Devise an on-going management plan of the wetland site to ensure sustainability.

6. Deliver the agreed plans and ensure that the work is undertaken in an environmentally sensitive way.

6. Prepare a general plan for the whole site to be used by the Llys Nini volunteers to construct/improve facilities to enhance the visitors’ experience such as public access, educational and wildlife watching opportunities across the whole site. i.e. location / routes of paths, board walks, interpretation boards, hides and other viewing points.

The site is open to the public and prospective tenders to make a site visit every day from 9.00 to 5.00.
