The Participating Authority(s) being Barnsley, Bradford, Calderdale, Doncaster Children’s Services Trust, Doncaster MBC, East Riding, Hull, Kirklees, Leeds, North East Lincs, North Lincs, Rotherham, Sheffield, Wakefield and York currently adopt a wide range of purchasing activities in order to secure sufficient residential care and support to meet local demand for Children Looked After (CLA).

Through the EMP Participating Authorities will procure regional residential care arrangements for CLAs where these arrangements are provided by external contractors. It is anticipated that the EMP will develop a framework of contractors to ensure capacity to manage fluctuations in demand and capacity across the participating member authorities.

This EMP for residential care will provide a framework of tried and tested Contractors for the provision of residential care in 3 lots.

Tenderers must complete the Standard Selection Questionnaire (SSQ) and pass section 8A1, before their tender submission is further evaluated against the quality evaluation criteria (5.5 of the instruction to bidders).

Bidders must achieve a score of 50 % overall on the quality evaluation criteria. All tenderers who meet the minimum quality score will have their SSQ fully evaluated and for those that pass will be appointed onto the Electronic Market Place (EMP), for the lot(s) applied for.

The placement that best meets the needs of the child/young person will be identified by the Participating Authority, using a mini competition via YORtender. From the responses from contractors, the placements team within the particular Participating Authority will begin a matching process to decide which response(s) best meets the requirements of the placement. Further correspondence will be entered into with those contractors to finally determine which contractor offers the best match.

This electronic market place is set up under the light touch regime to provide residential placement for Looked After Children and will allow Participating Authorities to make placements with providers appointed onto the EMP. The EMP will allow for spot and block placements. The EMP will run for 10 years and will remain open throughout this period. New applications received after the original invitation to participate, will be assessed on quarterly basis.

All applications will assessed against the criteria contained within the tender documentation. Successful bidders will be appointed onto the EMP under the specific lot(s) that they have applied for. This EMP will be fully electronic using the Regional Tender Portal (YORtender). Each Participating Authority will be issuing their opportunities using Yortender. All opportunities will be issued to all providers appointed under the appropriate lot.

Where necessary in order to comply with the Public Contracts Regulations 2015 this

Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Such additional information should be requested from the addressee found in
