Envisaged minimum number 5: and maximum number 8
Objective criteria for choosing the limited number of candidates: The PQQ assessment process will evaluate service providers submissions and determine an appropriate number of the highest scoring submissions out of those who pass all of the pass or fail questions to be invited to tender for the provision of temporary recruitment services to the WM Housing Group. Should there be more than five respondents that meet the minimum requirements; a maximum of eight may be invited to tender for the WAN services. This will be determined following the evaluation and scoring, and will take into account the proximity of the scores.
However, WMHG reserves the option to select more than Eight organisations to be invited to tender, if for example there are marginal differences in scores at, or there is a tie for Eighth place.

This procurement is on behalf of the current members of WM Housing Group Limited and on behalf of future members of the WM Housing Group Limited. All of these organisations will be entitled to use the services of the Service Provider appointed and may for that purpose join in the Contract to be entered into by the Contracting Authority with the successful Service Provider, or alternatively issue orders for the supply of services in accordance with its/their terms.

Precise information on deadline(s) for lodging appeals: WMHG will incorporate a minimum 10 calendar day Standstill Period following electronic notification (minimum of 15 calendar days for any other means of communication) to unsuccessful applicants of the award decision. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved, the Public Contracts (Amendment) Regulations 2009 (SI2009/2992) provide for aggrieved parties who have been harmed or at risk of harm by breach of the Rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within 30 days of the breach becoming apparent to the aggrieved party. Where a contract has not been entered into, the Court may order the setting aside of the award decision, or order the Contracting Authority to amend any document and may award damages. If the contract has been entered into the Court may generally only award damages.
